How to Study in Cyprus Without IELTS

Yes — several Cyprus universities admit you without IELTS, where they list another proof you can supply. UCLan Cyprus, the Cyprus University of Technology and the Open University of Cyprus accept a medium-of-instruction letter; the University of Nicosia runs its own placement test. Published floors are IELTS 5.5 for bachelor's and 6 for master's. No Cyprus university publishes WAEC English as proof.

Can you study in Cyprus without IELTS? The straight answer

Yes, at several universities, and the reason is that nothing in Cyprus’s immigration law asks for it. The entry and residence permit rules set no English or Greek condition; language is an academic admission condition that each institution sets for itself, and Cyprus recognises 12 of them. Three routes exist. The first is another test: TOEFL iBT is accepted almost everywhere, PTE Academic at several institutions, Cambridge and IB qualifications at European University Cyprus, and the Duolingo English Test at the Open University of Cyprus alone. The second is a document: a medium-of-instruction letter is accepted at the Cyprus University of Technology, the Open University of Cyprus and UCLan Cyprus, and case by case at Philips University. The third is the university’s own exam — the University of Nicosia’s English Placement Test, or UCLan’s Password Skills test. You can avoid sitting IELTS in Cyprus; you cannot avoid proving your English to the university. One boundary first: this page covers the Republic of Cyprus only, never institutions in the north, whose degrees the Republic does not recognise. “No IELTS” is not “no English” — the distinction

Agents in Lagos and Accra sell “no IELTS” as “no English needed”. It is not that. An English-taught degree in Cyprus is examined in English, and the levels universities work to are ordinary CEFR ones: the University of Cyprus asks for B1 to B2 at undergraduate level and B2 to C1 at postgraduate. What changes without IELTS is the evidence in your file, not the standard behind it. There is a second correction to make here. The figures quoted across agency sites as a national English floor — IELTS 5.5 for bachelor’s, 6 for master’s — come from admissions intermediaries, not from any Cypriot legal text, and several universities publish lower academic minimums. There is no national English floor in Cyprus: the only number that binds you is the one on your programme’s own admission page. Typical English requirements at universities in Cyprus

There is no single Cypriot standard, and the spread between institutions is wide.

At the top end, AUB–Mediterraneo asks IELTS 6 at bachelor’s level and IELTS 7 at master’s, or TOEFL iBT 69 for undergraduates, with SAT, ACT and GRE Verbal scores accepted as substitutes and results valid for two years. European University Cyprus publishes IELTS 6.5 for undergraduate and postgraduate entry alike, TOEFL iBT 79, PTE Academic, and Cambridge or IB qualifications at the same CEFR level. The University of Cyprus sets IELTS 6.5 or TOEFL iBT 80 for its English-taught master’s programmes and publishes no general undergraduate threshold, because 1 of its bachelor’s degrees is taught in English.

In the middle sit the University of Nicosia, at IELTS 6 or TOEFL iBT 72, and UCLan Cyprus, at IELTS 5.5 for bachelor’s and 6.5 for master’s.

The lowest published bars are IELTS 5 at Frederick University, with TOEFL iBT 71 and PTE Academic as alternatives, and the same level at Neapolis University Pafos, Philips University and the University of Limassol, for bachelor’s and master’s alike. The University of Limassol runs an English foundation course for applicants below its bar. The Cyprus University of Technology asks IELTS 5.5 or TOEFL iBT 70 at master’s level, and the Open University of Cyprus IELTS 5.5 or TOEFL iBT 46. The American University of Cyprus publishes no English requirement on any of its admission pages, which is a reason to ask in writing before you apply, not a reason to assume there is none.

Universities that accept students without IELTS

UCLan Cyprus is the most flexible name on the list. It accepts a medium-of-instruction letter, IGCSE or GCSE English, Cambridge A-Level and IB English, the Michigan Proficiency certificate, SAT and PTE Academic, and it runs its own Password Skills test for applicants who hold none of those.

The Cyprus University of Technology accepts a medium-of-instruction letter and publishes no centralised test policy; its 2 English-taught bachelor’s courses admit through the Cyprus national examinations instead.

The Open University of Cyprus accepts a medium-of-instruction letter and is the only institution here that names the Duolingo English Test, alongside TOEFL iBT and PTE Academic. Its English-taught teaching sits at master’s level: 6 programmes, and 0 bachelor’s.

Philips University treats a medium-of-instruction letter case by case and otherwise works from one B2-equivalent table for every level: IGCSE or GCE English at grade D and above, IB, Cambridge First, Michigan ECCE and SAT.

The University of Nicosia routes applicants who fall below its IELTS 6 bar into an English Placement Test with language support rather than refusing them outright.

Frederick University, Neapolis University Pafos and the University of Limassol accept TOEFL iBT and PTE Academic in place of IELTS but publish no medium-of-instruction route, and Neapolis states plainly that it has none.

The University of Cyprus, AUB–Mediterraneo and the American University of Cyprus do not accept a medium-of-instruction letter, so for those three a recognised test is the only door. Programme lists are on our Cyprus universities page.

Local-language programmes: Cyprus’s other door

The country’s teaching languages are Greek, English, and Greek carries most public undergraduate teaching. The University of Cyprus runs 1 English-taught bachelor’s degree; the Cyprus University of Technology runs 2, and even those admit through the Cyprus national examinations, where Modern Greek is a compulsory subject. So the Greek door is not a cheaper way around IELTS for an anglophone applicant: it is a different language exam, sat in a system built for local school leavers. No Greek preparatory year for international students is published by any institution on our list. The prize behind that door is the price. Public tuition is €6,834 per year for a non-EU bachelor’s and €5,125 per programme for a master’s, against €8,970–11,520 per year at the private universities that accept the alternatives. For African applicants the realistic public route is an English-taught master’s, not a Greek-taught bachelor’s. French offers Moroccan applicants no shortcut here — Cyprus teaches in Greek or English.

When you still need a recognised English test

Three situations still require a certificate. The first is an institution with no alternative published: the University of Cyprus, AUB–Mediterraneo and the American University of Cyprus. The second is a competitive or high-cost programme — medicine at €22,000–23,000 per year is taught at the two institutions with the highest published English bars, and small intakes favour the applicant whose English is already certified. The third is funding: Erasmus Mundus Joint Masters consortia set their own language evidence, and a letter from your school will not clear it. The honest bit: what “without IELTS” does and doesn’t buy you

It buys a shorter shortlist, not an easier one. A medium-of-instruction letter is accepted at three of the 12 recognised institutions and considered at a fourth, so the route decides your university list before you have chosen a course. The institutions that are most flexible are private, at €8,970–11,520 per year against €6,834 per year in the public sector. And the letter has to arrive on time: applications go Direct to university on rolling deadlines, but the visa file is due about two months before the intake and the permit takes 4 to 13 weeks. If your registrar is slow to issue letters, booking a test is often faster than chasing one — weigh it against the full cost of studying in Cyprus.

The honest downsides

  • The medium-of-instruction route is narrow: three of 12 recognised institutions accept a letter outright, and one more takes it case by case. The rest want a test score.
  • No Cyprus university publishes WAEC or WASSCE English as English-language proof. Your certificate still counts as your school-leaving qualification; it does not replace a language certificate.
  • Nationality exemptions do not help you. European University Cyprus exempts citizens of the UK, Canada, Australia, the United States and New Zealand; no African country appears on that list at any institution here.
  • The flexible institutions are the expensive ones: €8,970–11,520 per year plus living costs of €700–1,000 per month, and funds of €5,000–7,000 per year proven in a bank statement before the permit is filed.
  • Cyprus is a small market for African students: 694 of 12,499 international students in 2024, including 286 Nigerians and 26 Ghanaians. Precedent and alumni contacts are thin.

How to apply to a university in Cyprus without IELTS

  1. Confirm the institution is recognised

    Check the university against the Republic of Cyprus list of recognised institutions. Degrees from institutions in the north are not recognised by the Republic or across the EU.

  2. Check the language of instruction

    Open the programme page. Public bachelor's teaching is largely in Greek and admits through the Cyprus national examinations; private universities and public master's programmes teach in English.

  3. Read the university's accepted-proof list

    Each institution publishes its own English rules. Note whether it accepts a medium-of-instruction letter, TOEFL iBT, PTE Academic, Cambridge or IB, or only its own placement test.

  4. Choose the proof you can supply

    Pick one route and commit to it: a medium-of-instruction letter, an alternative test, or the university's own exam such as the English Placement Test or the Password Skills test.

  5. Request the letter or book the test

    Ask your registrar for a letter on official letterhead, signed and stamped, naming your dates and stating teaching and assessment were in English. If you sit IELTS, book the Academic version.

  6. Legalise and evaluate your certificates

    Cyprus requires an apostille on your academic documents and a KYSATS evaluation of your qualification. Start both early; neither is issued at short notice.

  7. Apply direct to the university

    Cyprus has no central portal. Apply to each institution separately on its rolling deadlines, and aim to hold an offer about two months before the intake you want.

  8. Let the university file your entry permit

    Your university files the entry-permit application with the migration department. Allow four to thirteen weeks, then register with the Aliens' Register within seven days of arrival.
