Study in Europe from Zambia in 2027/28
Europe costs a Zambian student far less than the UK or North America: public tuition in Germany is free, and Polish public degrees run €2,000–6,500 per year. You apply with your ECZ School Certificate (Grade 12), prove funds — €11,904 per year for Germany — and pick a route you can fund. The catch is that Grade 12 is an O-level, so Germany adds a Studienkolleg year first.
Why study in Europe from Zambia?
Cost is the first reason. Public tuition in Germany is free, with only a semester contribution of €100–400 per semester. Italian public universities charge €200–4,200 per year on an income-tiered scale, and Spanish public bachelor’s degrees start at €757–8,186 per year. Compare that with UK public tuition at £11,400–38,000 per year.
Language is the second. English is an official language in Zambia and the medium of instruction in schools and universities, so a medium-of-instruction letter is often accepted instead of an English test. Where a test is asked for, IELTS is available at British Council Lusaka (IELTS), British Council / Lechwe Education Trust, Kitwe (IELTS).
Third, you can stay and work afterwards. Germany’s §20 job-seeker residence permit runs 18 months, Ireland gives a master’s graduate 24 months, and Spain allows 24 months.
The catches are structural: Zambian schooling runs 12 years, so Grade 12 sits at O-level and Germany adds a Studienkolleg year before a bachelor’s, and only six of our twelve destinations take the application inside Zambia. The rest route through South Africa, Zimbabwe or Kenya, which adds travel, cost and time.

Germany. Public tuition is free across 422 institutions, with a semester fee of €100–400 per semester; teaching is in German and English. The visa costs €75 at German Embassy Lusaka and takes 6–10 weeks. You fund a blocked account first, and Grade 12 means a Studienkolleg year — study in Germany from Zambia.
Ireland. Every degree is taught in English, and Zambian nationals are visa-required but fee-exempt, so the €60–100 schedule does not apply to you; you file at Embassy of Ireland Lusaka. Public tuition is €9,850–27,000 per year and living costs €1,200–1,800 per month, the highest here — study in Ireland from Zambia.
Italy. Public fees are income-tiered at €200–4,200 per year, and Zambia falls in a reduced tier, never the top one. The Italian embassy in Lusaka lodges and decides in-house, with Minimum of 15 days from submission of a complete application. Most teaching is in Italian; English-taught degrees exist but are fewer, and Universitaly pre-enrolment plus a Declaration of Value are compulsory — study in Italy from Zambia.
Poland. The cheapest public tuition on this list at €2,000–6,500 per year, with English-taught programmes and medicine at €14,900–17,000 per year. Term-time work has No cap for full-time students at qualifying institutions. The file goes to the embassy in Pretoria, South Africa, at €200 — study in Poland from Zambia.
Hungary. Public tuition is €3,000–8,000 per year in English or Hungarian, living costs are the lowest here at €500–600 per month, and you may work 30 hours/week. Two warnings: Stipendium Hungaricum is closed to Zambia, and only 11 Zambians were enrolled in 2023 — study in Hungary from Zambia.
United Kingdom. English-taught and familiar, with the best published odds for Zambian students, and the dearest: tuition £11,400–38,000 per year, visa £558, health surcharge £776 per year and a TB test at US$140. You apply through VFS Global Lusaka — study in the UK from Zambia.
Türkiye is cheaper again at US$1,600–2,400 per year with a US$60 visa in Lusaka, though most public teaching is in Turkish. Cyprus at €6,834 per year, plus Malta, Spain, France and Austria, sit in the cost comparison below.
How much does it cost to study abroad from Zambia?
Your first year has three lines: tuition, twelve months of living costs, and the funds you must prove before the visa is decided.
Tuition falls into three groups. Free or near-free public: Germany at free plus €100–400 per semester, France at €178–2,902 per year, Italy at €200–4,200 per year, Austria at €726.72 per semester and Spain from €757–8,186 per year.
Low-cost public: Türkiye at US$1,600–2,400 per year, Poland at €2,000–6,500 per year, Hungary at €3,000–8,000 per year and Cyprus at €6,834 per year. Full-fee and English-speaking: Malta at €8,500–10,800 per year, Ireland at €9,850–27,000 per year and the UK at £11,400–38,000 per year. Private universities sit outside all three: German private bachelor’s degrees run €6,000–20,000 per year.
Living costs move the total as much as tuition does. Hungary is lowest at €500–600 per month, then Cyprus at €700–1,000 per month, Germany at €850–1,200 per month, Ireland at €1,200–1,800 per month and the UK at £1,171–1,529 per month.
The proof-of-funds line is cash you must show before you fly, not a fee you pay: €11,904 per year in a blocked account for Germany, €10,179.85 per year for Italy and €10,000 per year for Ireland. Each mission sets its own figure and its own rules on whose bank statements count.
Scholarships for Zambian students
Start from what the state cannot do. Under the Higher Education Loans and Scholarships Act No. 31 of 2016, HELSB loans fund study at a Zambian institution only; HELSB scholarships can cover a foreign institution, but they are a limited set of negotiated government-to-government placements rather than a route to a university you choose (no). Plan on self-funding or a sponsor, with a competitive award on top.
Eight schemes on our list are open to Zambian nationals: Chevening and the Commonwealth Scholarships, which your Commonwealth membership earns you; DAAD for Germany; Erasmus Mundus for joint master’s degrees; Türkiye Scholarships; Eiffel for France; the Italian Government scheme; and Austria’s OeAD grants. Chevening and Commonwealth fund a whole master’s rather than shaving a tuition bill.

Visa & application process — the overview
Your file starts with the ECZ School Certificate (Grade 12) from the Examinations Council of Zambia (ECZ). Home university entry needs Credit or better in 5 O-Level subjects, including English Language, and ZAQA certifies Grade 12 results for university and embassy use.
Zambia is not in the Hague Apostille Convention (no), so no apostille sticker exists. The route is Consular legalisation: Zambia MFA Consular & Protocol Division certifies first, then the destination country's embassy in Lusaka legalises. Each embassy sets its own certification fees, so budget two steps and two sets of fees.
Where you apply depends on the destination. Inside Zambia: Germany at German Embassy Lusaka, the UK at VFS Global Lusaka, Ireland at Embassy of Ireland Lusaka, Italy and Türkiye at their own Lusaka embassies, and France at the CAPAGO centre in Lusaka, where files are decided by the consulate in Johannesburg. Outside Zambia: Cyprus, Hungary and Poland through Pretoria in South Africa, Malta through VFS in South Africa, Spain through Harare in Zimbabwe, and Austria through Nairobi in Kenya.
For the UK a TB test is required at IOM Lusaka MHAC, Rhodespark, Lusaka for US$140.
For a September 2027 start, work back from the slowest clock: Austria takes 13 to 26 weeks and Germany 6–10 weeks, so the offer should be in hand by spring 2027. Germany’s bachelor’s deadline is 15 July (winter) / 15 January (summer). Book biometrics the week your admission letter arrives.
Avoiding agent scams
Three patterns recur in Zambia. Fake Stipendium Hungaricum offers: Zambia is not on Hungary’s eligible partner-country list, so anyone selling that award is selling nothing. Advance-fee visa fraud: emails or agents demanding payment outside an embassy’s own channels before an interview, a pattern flagged by the US Embassy in Lusaka. Fake recruiters impersonating university or embassy staff on social media and asking for cash up front for “medical” or processing certificates, documented by UNZA and the Lusaka Times.
The test is always the payment channel: tuition and visa fees go only through the university’s or the mission’s own published channel, never to an individual. Ask for the admission letter and check it with the university directly. Refuse any guaranteed-visa claim, because no one can guarantee one. The honest downsides
- Schooling runs 12 years, so Grade 12 sits at O-level and Germany adds a Studienkolleg year, with its own fees and living costs, before the degree starts.
- Six destinations are decided outside Zambia. Austria needs an in-person appointment in Nairobi and takes 13 to 26 weeks, which means flights and a long wait.
- HELSB cannot fund a foreign university of your choice, so the money is yours or a sponsor’s, and missions examine sponsor capacity closely.
- No apostille route exists, so every certificate passes through the Ministry of Foreign Affairs and then the destination embassy, each charging separately.
- Student-specific refusal rates are not published for most of these routes; the Schengen figures on file are short-stay, not study visas, so treat any single percentage carefully.
