South Africans can study in Europe for far less than in the UK, the United States or Canada: public universities in Germany charge free tuition and Italy's study visa costs €50. You apply with your National Senior Certificate (NSC) or degree, apostilled by DIRCO / High Court. The catch is money you must prove: Germany wants €11,904 per year blocked before the visa.
Cost is the first reason. Public universities in Germany charge free tuition at bachelor’s and master’s level; public bachelor’s fees are €200–4,200 per year in Italy and €2,000–6,500 per year in Poland, against £11,400–38,000 per year in the UK. In 2023, 13,270 South Africans were studying abroad — 2,348 in the UK and 1,150 in Germany. The cheaper mainland routes are still thinly used.
Language is the second. English is one of South Africa’s official languages and the usual medium of instruction in higher education, so English-taught degrees in Ireland, Malta, Cyprus, Hungary and Poland are open to you without a foundation year, and many universities accept a Medium-of-Instruction letter instead of a test. That waiver is granted university by university, not by rule, and regulated courses such as nursing still ask for IELTS.
Two things decide most South African files, and neither is the fee. The first is the shape of your degree: NQF 7 three-year bachelor (360 credits); Honours (NQF 8) often needed for EU master's, so the Honours year is often what buys direct entry to a European master’s. The second is funding, because NSFAS money cannot follow you overseas.

Germany is the cost answer. Public tuition is free for a bachelor’s and free for a consecutive master’s; you pay €100–400 per semester instead, and the visa costs €75. Ireland teaches in English throughout and keeps graduates longest: the Third Level Graduate Programme (Stamp 1G) runs 24 months after a master’s. Public fees are €9,850–27,000 per year and living costs €1,200–1,800 per month, so it is not a budget route. See study in Ireland from South Africa.
The UK is where South Africans already go — 2,348 of them. Master’s degrees take one year and the Graduate Route adds 18 months. Malta is an English-speaking EU state. Public tuition is €8,500–10,800 per year and living €950–1,600 per month. The visa costs €400 with the service fee and takes 6-8 weeks, and the country is served by VFS Global — Johannesburg (Rivonia Village Office Block) only. See study in Malta from South Africa.
Poland is the cheapest EU route we work with: €2,000–6,500 per year for a public bachelor’s and €14,900–17,000 per year for medicine, both with English-taught programmes. Hungary pairs low fees with the largest scholarship open to South Africans. Public bachelor’s tuition is €3,000–8,000 per year, living is €500–600 per month and students may work 30 hours/week. If budget decides, start with Germany, Poland or Hungary. If you want English-taught study with the longest stay-back, start with Ireland.
Think in three bands for the first year, each in the currency the university bills.
Low band: Germany charges free public tuition plus €100–400 per semester; Austria charges €726.72 per semester; public bachelor’s fees are €178–2,902 per year in France, €200–4,200 per year in Italy, €757–8,186 per year in Spain and €3,000–8,000 per year in Hungary.
Middle band: Cyprus at €6,834 per year, Malta at €8,500–10,800 per year, Ireland at €9,850–27,000 per year. Top band: the UK at £11,400–38,000 per year, and private universities anywhere — €18,000–24,068 per year in Austria, €10,380–26,500 per year in Spain.
Living costs move the total more than tuition does: €500–600 per month in Hungary against €1,200–1,800 per month in Ireland and €1,250–1,500 per month in Austria. Then add the money you must show before a decision: €11,904 per year blocked for Germany, €10,000 per year for Ireland, €10,179.85 per year for Italy and £10,539–13,761 for the UK. Moving that money offshore runs through the Reserve Bank’s single discretionary allowance, raised in 2026; your bank will want a tax-compliance PIN first.
NSFAS money travels with you: no. It funds South African universities and TVET colleges, so an overseas plan means self-funding, a scholarship, or both. The DHET international scholarships portal is the government clearing house for outbound awards and does cover study abroad: yes. Most of its channels expect you to return home afterwards.
Eligibility for South African nationals, scheme by scheme: Stipendium Hungaricum yes, Chevening yes, Commonwealth yes, DAAD yes, Erasmus Mundus yes, Türkiye Scholarships yes, the Italian Government scheme yes, France’s Eiffel restricted, Austria’s OeAD restricted, Spain’s MAEC-AECID restricted and Poland’s Banach NAWA no.
Restricted means the scheme runs but only for certain levels, subjects or nominating routes, so read the current call rather than assuming. A scholarship replaces your living costs; it rarely removes the visa requirement to prove funds, so budget as though you will pay and treat the award as relief. Your school record is the National Senior Certificate (NSC), awarded through Umalusi (DBE/IEB/SACAI). The benchmark European admissions offices look for is the Bachelor's pass: Achievement Level 4 in four 20-credit NSC subjects + minimum 30% in Language of Learning and Teaching (LOLT). South Africa is a Hague Apostille country (yes), so certificates are apostilled by DIRCO / High Court — no consular legalisation chain.
Where you file depends on the destination. TLScontact takes the German file at five centres, with Pretoria or Cape Town deciding it. A tuberculosis certificate is required for the UK (yes) at US$160, from an approved clinic — IOM Migration Health Assessment Centre (Pretoria), Hatmed Medical Centre (Pretoria/Hatfield), Intercare Century City (Cape Town), ShipMed Medical Services (Durban). For a language test, centres are British Council IELTS: Cape Town, Durban, Johannesburg, Pretoria, Gqeberha (formerly Port Elizabeth).
For a September 2027 start, work back from the earliest deadline on your shortlist. France moves first: DAP procedure (Licence 1 / PASS-L.AS / Architecture) for 2027/28 entry: platform opens 1 October 2026, closes 15 December 2026, 18:00 (metropolitan France time). Germany’s are 15 July (winter) / 15 January (summer). Then allow for the decision: ~4 weeks (can take longer in individual cases) for Germany, 90 days from application (Johannesburg consulate FAQ) — the Italy-wide statutory maximum; study is not fast-tracked.
Four patterns are active, and three of them start with a payment. Bogus or unregistered colleges appear every matric results season, pressing for cash upfront and promising guaranteed admission; SAQA and DHET warned about them in 2026. Advance-fee scholarship scams ask for a processing fee on an award you were never offered, then ask for more. Fake overseas study and job offers on job sites and social media have ended in trafficking, with victims flown somewhere other than the country advertised, per DIRCO and Social Development warnings. In 2026 the Special Investigating Unit opened a case into a study-visa fraud ring inside Home Affairs, where officials approved applications backed by fake acceptance letters in exchange for bribes.
Two rules cover nearly all of it: no genuine scholarship charges you to apply, and no consultant can guarantee a visa, because the decision belongs to the mission.
