From Egypt you can study in Europe on public tuition that starts at free in Germany and €200–4,200 per year in Italy, with a German student visa fee of €75. English-taught options exist in every corridor. The catch is paperwork: Egypt is not an apostille country, so every certificate needs consular legalisation before it is accepted. ---
Why study in Europe from Egypt?
Cost decides most cases. Germany’s public universities charge free tuition for a bachelor’s and for a consecutive master’s. Italy sets public fees by country-income band, so the range is €200–4,200 per year and Egyptian applicants fall in a reduced or middle tier at every university checked, never the top. France bills non-EU students €178–2,902 per year for a licence. A UK bachelor’s, by comparison, runs £11,400–38,000 per year.
Recognition is the second reason. An EU degree is read across the bloc, and every destination here gives graduates time to look for work afterwards: 18 months in Germany, 24 months after an Irish master’s, 24 months in Spain. 50,815 Egyptian students were already abroad in 2021, so none of these routes is untested.
Two catches apply wherever you go: English is not an official language in Egypt (no) and medium-of-instruction waivers are uncommon (no), so IELTS or TOEFL is usually required; and the Thanaweya Amma on its own rarely gives direct entry to a European bachelor’s. Germany expects a Studienkolleg year, the UK a foundation year. Build both into your timeline before you count the money.
Best destinations from Egypt
These six corridors fit Egyptian applicants best. Each one links to the full money page for that route.
Germany. Public tuition is free; you pay €100–400 per semester as a semester contribution and block €11,904 per year before the visa. Most bachelor’s teaching is in German, most master’s teaching at English-taught level is not. Visas go through TLScontact — 4 centres (New Cairo, El Sheikh Zayed, Alexandria, Hurghada). Italy. Public fees of €200–4,200 per year cover Medicine as well, and Sapienza and others teach it in English. The study visa is €0–50 through VFS Cairo, the cheapest in the list, but you must pre-enrol on Universitaly and obtain a Dichiarazione di Valore from the Italian Consulate. France. Egypt is on the Études en France list, so the visa fee drops to the reduced end of €50–99. Public tuition is €178–2,902 per year for a licence and €255–3,950 per year for a master’s. Teaching is mainly in French; the DAP file closes in December. See study in France from Egypt.
Hungary. English-taught degrees at €3,000–8,000 per year, living costs of €500–600 per month, and Stipendium Hungaricum is open to Egyptian applicants (yes). Work rights are the widest here at 30 hours/week. See study in Hungary from Egypt.
Türkiye. Public bachelor’s fees are US$1,600–2,400 per year and Istanbul University’s foreign-national Medicine fee is US$10,000 per year. Most teaching is in Turkish, with English tracks at the larger universities. The visa is US$60, and Türkiye Bursları is open to Egyptians (yes). See study in Türkiye from Egypt.
Ireland. Everything is taught in English and a master’s graduate gets 24 months to work. If budget is the binding constraint, start with Germany or Italy; if you need English-taught teaching and work rights afterwards, start with Ireland or Hungary.
How much does it cost to study abroad from Egypt?
Split the twelve destinations into three price groups and the picture is clear.
Tuition-free or near-free: Germany at free plus €100–400 per semester, Austria at a flat €726.72 per semester for third-country nationals, France at €178–2,902 per year, Italy at €200–4,200 per year and Spain’s public bachelor’s at €757–8,186 per year.
Low-cost paid: Poland at €2,000–6,500 per year, Hungary at €3,000–8,000 per year, Türkiye’s public universities at US$1,600–2,400 per year and Cyprus at €6,834 per year.
High-cost: Malta at €8,500–10,800 per year, Ireland at €9,850–27,000 per year and the UK at £11,400–38,000 per year, where the £776 per year health surcharge is paid upfront for the whole course.
Living costs move the total more than tuition does: €500–600 per month in Hungary against €1,200–1,800 per month in Ireland and €1,250–1,500 per month in Austria. Proof of funds is a separate, larger number that has to exist before the visa: €11,904 per year blocked in Germany, €10,179.85 per year for Italy, €10,000 per year for Ireland, PLN 17,650 for Poland. Medicine is its own market: €14,900–17,000 per year in Poland and US$16,900–20,900 per year in Hungary.
Scholarships for Egyptian students
Egyptian nationals are eligible for most of the schemes we track. Stipendium Hungaricum (yes), Chevening (yes), DAAD (yes), Erasmus Mundus (yes), Türkiye Bursları (yes), Eiffel (yes), the Italian Government scheme (yes), OeAD for Austria (yes) and MAEC-AECID for Spain (yes) all accept Egyptian applicants.
Two do not. Commonwealth Scholarships are closed to Egypt (no) because Egypt is not a Commonwealth member, and the Banach-NAWA scheme for Poland is also closed (no). Agents who offer either to Egyptian students are selling something that does not exist.
At home, the Ministry of Higher Education’s Central Administration for Missions runs the Bi’that government missions, open to study abroad (yes) and tied to a return bond. The bond amount and terms are not published: we checked cdm.mohesr.gov.eg and cdm.edu.eg and found no figure, so treat any number an agent quotes you as unverified. Visa & application process — the overview
Your school certificate is the Thanaweya Amma (being replaced by the Egyptian Baccalaureate, phased in from 2025/26), issued by the Ministry of Education after 12 years of schooling. It rarely admits you straight into a European bachelor’s, which is why Germany asks for a Studienkolleg year and the UK for a foundation year.
Egypt is not a party to the Hague Apostille Convention (no), so there is no such thing as an Egyptian apostille — anyone offering one is wrong or dishonest. The chain is: your university or the Ministry of Higher Education certifies the academic document, a Ministry of Foreign Affairs ratification office authenticates it, then the destination embassy in Cairo legalises it. MOFA runs offices in every governorate capital, with the principal Cairo branch at Al-Merryland in Heliopolis.
The consular map splits four ways. VFS Global Cairo handles the UK, Ireland (after the AVATS form online), Malta, Cyprus, Hungary, Italy and Austria. TLScontact handles Germany and, after the Campus France step, France. BLS International handles Spain. Poland is the exception: Polish Embassy Cairo — direct only, embassy states it does not work with any commercial visa agency; USD cash; rejects Egyptian/Sudanese/Eritrean bank statements; funds ≥75 PLN/day (+2,500 PLN if no return flight booked).
The UK needs no TB test from Egypt (no). For a September 2027 start, work backwards: Ireland is running at Approx. 12 weeks under the current backlog (as of 2026-09-08, applications received around 2026-06-16 were being decided) — Irish Immigration Service's live processing-time tracker; not nationality-specific (central figure) and Austria at 13–26 weeks, so admission needs to be settled by spring 2027.
Avoiding agent scams
Two patterns show up repeatedly in Egypt. The first is a paid Stipendium Hungaricum “nomination” service. Stipendium Hungaricum’s own fraud-warning page states that all genuine admissions are free and that any paid guarantee offer is false, so a fee to be nominated is a fraud with no exceptions. The second is unlicensed agents selling places on medicine programmes in Poland and Cyprus; we could not re-verify this one against a primary source this run, so treat it as a caution carried over from earlier research rather than a documented case.
No agent can guarantee a visa, and no legitimate scholarship charges an application fee. Ask any consultant for the university’s own offer letter on university letterhead, check the programme on the university’s own site, and refuse to hand over original documents. What works in your favour
- Public tuition in four destinations is free or near-free: Free in Germany, €726.72 per semester in Austria, €178–2,902 per year in France, €200–4,200 per year in Italy.
- Egypt is eligible for nine of the eleven scholarship schemes we track, among them Stipendium Hungaricum, Chevening, DAAD and Erasmus Mundus.
- The UK asks no TB test from Egypt (no) and refuses few Egyptian students: 3.3% (2026).
- Egypt sits on the Études en France list, so the French visa fee is the reduced end of €50–99, and Italy’s study visa is €0–50.
The honest downsides
- Legalisation, not apostille. Three separate offices must stamp each document, and the destination embassy in Cairo is the last of them. Budget weeks, not days.
- The Thanaweya Amma alone does not open a European bachelor’s. A Studienkolleg or foundation year adds a year of cost and, in Germany, an exam sat in German.
- Poland will not accept Egyptian bank statements as proof of funds, and its visa fee is €200, the highest of the twelve.
- Refusal at the Cairo consulates runs high on the Schengen side: Approx. 35.4%: Spain Schengen not-issued rate at the Cairo consulate — EU Commission Schen.
- Proof of funds is the wall, not the fee: €11,904 per year blocked in Germany has to be assembled months ahead, in euro.

Germany on tuition, at free for public bachelor's and consecutive master's degrees. On total cost, Hungary often wins, because living costs there are €500–600 per month against Germany's €850–1,200 per month. Compare tuition, living costs, visa fee and proof of funds together, not tuition alone.
Tuition can be free, the rest is not. German public universities charge free tuition but you still pay €100–400 per semester and must block €11,904 per year before the visa is issued. A full scholarship such as Stipendium Hungaricum or Chevening is the only route that covers living costs as well.

Stipendium Hungaricum, Chevening, DAAD, Erasmus Mundus, Türkiye Bursları, Eiffel, the Italian Government scheme, OeAD and MAEC-AECID all accept Egyptian applicants. Commonwealth Scholarships do not (no), and neither does Banach-NAWA for Poland. None of them charges an application fee, and no one can sell you a nomination.
It depends on the country. VFS Global Cairo covers the UK, Ireland, Malta, Cyprus, Hungary, Italy and Austria; TLScontact covers Germany and France; BLS International covers Spain; MZ Visa Application Centre covers Türkiye. Poland is the exception and takes applications only at its own embassy in Cairo, in US dollars, cash.
Yes, with a cap that varies. Hungary allows 30 hours/week, Spain Up to 30 hours/week, and Germany 140 full days or 280 half days per year (≈20 h/week). Ireland, the UK, Italy and Austria sit at 20 hours a week. Treat the earnings as extra money, never as the funds you show for the visa.
Three tests. Anyone charging a fee to nominate you for Stipendium Hungaricum is running a known fraud, because genuine admission is free. Anyone promising a guaranteed visa is lying, since no agent decides visas. Anyone offering an Egyptian apostille is wrong, because Egypt is not in the Apostille Convention and uses consular legalisation instead.
