Public universities in Germany charge free tuition, and Ireland, Malta and the UK teach in English, so your WASSCE and your degree already open Europe to you. Poland's public bachelor's degrees start at €2,000–6,500 per year, and a UK Student visa costs £558. The catch is proof of funds: you show the money before you travel, not after. ---
English is the first reason. English is an official language of Ghana and the normal medium of instruction, so Ireland, Malta and the UK teach in the language you already sat your exams in, and a Medium of Instruction letter often stands in for a language test. Leeds, for one, accepts WASSCE English in place of IELTS at both undergraduate and taught postgraduate level. Cost is the second reason. Tuition at Germany’s public universities is free, Italy’s public fees run €200–4,200 per year and Poland’s €2,000–6,500 per year, against £11,400–38,000 per year in the UK. Volume is the third: 23,842 Ghanaians were studying abroad in 2023, so these routes are well travelled and the paperwork is known.
The catches are documents and money, in that order. Ghana is not an Apostille Convention party, so your certificates travel by Consular legalisation (Ghana MFA, Accra, then destination country's embassy) — Ghana is not an Apostille Convention party, one office at a time. German missions add a separate verification of Ghanaian school and degree certificates before the visa, which is why a German file has to start earliest of all. Every route wants the money proved before departure — €11,904 per year blocked for Germany, €10,000 per year for Ireland — not earned once you arrive.

Germany is the cheapest serious option. Public universities charge free tuition at bachelor’s and consecutive master’s level, with €100–400 per semester to pay instead, and the visa costs €75 at the German Embassy Accra. Most bachelor’s teaching is in German, so a school leaver usually needs a foundation year first: study in Germany from Ghana.
Ireland teaches in English and pays you back in time. Public tuition is €9,850–27,000 per year and the Third Level Graduate Programme (Stamp 1G) gives 24 months after a master’s. Files go through VFS Accra; decided by the Embassy of Ireland, Abuja and take ~8 weeks: study in Ireland from Ghana.
The UK is the most expensive and the most predictable. Tuition is £11,400–38,000 per year, the visa is £558 at VFS Global Accra and Kumasi in ~3 weeks, and the refusal rate for Ghanaian student applicants is ≈16.5% (2026) — the lowest of the corridors with published student data: study in the UK from Ghana.
Malta is an English-speaking EU country at mid-market prices. Public tuition is €8,500–10,800 per year, the visa €100–150, and graduates get 9 months to find work: study in Malta from Ghana.
Italy prices tuition by your country’s income group, so all Ghanaian applicants sit in a reduced band: €200–4,200 per year, with a study visa at €50. Pre-enrolment runs through the Universitaly portal: study in Italy from Ghana.
Hungary pairs low fees with the widest work rights here: tuition €3,000–8,000 per year, work 30 hours/week, visa €110 at the Hungarian Embassy Accra. Stipendium Hungaricum is open to Ghana: study in Hungary from Ghana.
Poland has the lowest EU tuition here at €2,000–6,500 per year, but no visa-issuing mission in Ghana: you apply at the Polish Embassy Abuja, Nigeria (honorary consul only in Accra) and pay €200. Budget the trip: study in Poland from Ghana.
France is cheap and already familiar: 547 Ghanaians study there, more than Italy, Spain and Austria combined. Public tuition is €178–2,902 per year and the visa €50 on the reduced Études en France rate, but most teaching is in French: study in France from Ghana.
If tuition is your binding constraint, start with Germany, Poland or Italy; if teaching language and work rights matter more, start with Ireland.
Three price groups, before living costs. The cheap public group: Germany at free plus €100–400 per semester, France at €178–2,902 per year, Italy at €200–4,200 per year, Austria at a flat €726.72 per semester, Poland at €2,000–6,500 per year and Hungary at €3,000–8,000 per year. The mid group is Malta, €8,500–10,800 per year. The expensive group is Ireland at €9,850–27,000 per year and the UK at £11,400–38,000 per year. Private universities charge private prices everywhere, from €3,500–7,000 per year in Poland to €18,000–24,068 per year in Austria.
Living costs then reorder the table. Hungary runs at €500–600 per month and Germany at €850–1,200 per month, while Ireland is €1,200–1,800 per month and the UK £1,171–1,529 per month. A tuition-free German place in an expensive city can cost more over a year than a paid Hungarian one. Health cover is a separate line again: €1,700–1,760 per year in Germany against €150–500 per year in Ireland, and no university will enrol you without it.
Build the first-year figure as tuition, twelve months of living costs, the proof-of-funds sum and the visa fee together — €11,904 per year and €75 for Germany, £10,539–13,761 and £558 for the UK, €10,179.85 per year and €50 for Italy.
Two national bodies fund study abroad. The Ghana Scholarships Authority, created by Act 1149 of 2025 in place of the old Scholarship Secretariat, covers foreign study (yes). GETFund also funds it in practice (yes), though its own Act restricts it to domestic awards and the Auditor-General’s 2020 report called most of its foreign awards unlawful — treat it as a real but contested route, not a plan.
Ghanaian nationals are eligible for Chevening, Commonwealth Scholarships, DAAD, Erasmus Mundus, Stipendium Hungaricum, Türkiye Bursları, the Eiffel programme and Italian Government scholarships. Austria’s OeAD and Spain’s MAEC-AECID are restricted — open only through particular programmes or partner agreements. Poland’s Banach NAWA scheme is no: Ghana is not on the eligible-country list, so do not build a Polish plan around it.
Most students end up self-funding with one award on top rather than a full ride. No legitimate scholarship charges a fee to apply, and any “fully funded” offer that asks for a processing payment is a scam. Deadlines and nomination routes are on our scholarships for Ghanaian students page.
Your school certificate is the WASSCE (+ BECE), issued by WAEC Ghana after 12 years of schooling and graded A1–F9 (WAEC's 2006 circular): A1 75–100% Excellent; B2 70–74% Very Good; B3 65–69% Good; C4–C6 50–64% Credit; D7–E8 40–49% Pass; F9 0–39% Fail. Degrees are read off the 4.0 scale (UCC): First 3.6–4.0, 2nd Upper 3.0–3.5, 2nd Lower 2.5–2.9, 3rd 2.0–2.4, Pass 1.0–1.9. Certificates are authenticated by the issuing body, legalised by the Ghana Ministry of Foreign Affairs and Regional Integration — Legal and Consular Bureau (Accra). Ghana is not a Hague Apostille Convention party, so documents are legalised/authenticated here rather than apostilled: educational certificates are first authenticated by the issuing body (e.g. Ministry of Education / WAEC), then legalised by the Ministry of Foreign Affairs, then legalised by the destination country's embassy in Accra. No fee schedule for the MFA step is published on the Ministry's own site (mfa.gov.gh) as of this check., then legalised again by the destination embassy.
The consular map decides your calendar. Accra decides its own cases for Germany, Hungary, Türkiye and Austria; the UK, Ireland, Malta, Italy and France run through VFS Global in Accra, with Kumasi centres for the UK, Malta and Italy; Spain uses BLS International; Italy is decided by the Italian Embassy Accra (resident mission, covers Ghana and Togo) via VFS Global Accra/Kumasi — no appointment needed since 3 Jun 2025. Two routes leave the country: Poland is decided in Abuja and Cyprus through the Cyprus Embassy in Egypt. A TB test is yes for the UK, at IOM Accra and Kumasi, costing US$50–85.
For a September 2027 start, work backwards from the slowest step, not the deadline — Austria takes 13–26 weeks to decide, German certificate verification runs longer still, UCAS closes 13 January 2027, 18:00 UK time (UCAS equal-consideration deadline, 2027 entry); 15 October 2026 for all Oxford/Cambridge courses and most medicine, dentistry and veterinary medicine/science courses at any university, and German applications close 15 July (winter) / 15 January (summer).
The patterns in Ghana are consistent and easy to name. Agents promise “100% guaranteed” visas or three-week fast-track admission, which no one can deliver. Fake “fully funded” scholarship offers ask for an upfront processing fee. Unrecognised foreign institutions operate through Ghana-based fronts, some of them on the GTEC blacklist. Impersonated university and agent pages on social media collect fees for admissions that do not exist. Worst of the set, agents who file falsified documents get their clients entry bans that follow them for years.
Four checks before you pay anyone. Email the university directly to confirm the agent represents it. Check the institution against GTEC’s list. Refuse to sign anything you have not read, and never let an agent hold your originals. Pay the university and the visa centre, never a middleman promising an outcome. Yes, though rarely straight into a UK bachelor's degree. Your WASSCE (+ BECE) from WAEC Ghana follows 12 years of schooling, so several systems ask for a foundation year first. Germany usually wants a Studienkolleg year unless you have completed university study at home. Italy, Hungary and Poland admit on the certificate more readily.

No route is free, and this is where most people are misled. Germany charges free tuition but still requires €11,904 per year in a blocked account before the visa, plus €100–400 per semester and health insurance. A full scholarship covers fees and living costs; it does not remove the proof-of-funds test unless the award letter is accepted as proof.

Yes, within limits set by each country. Hungary allows 30 hours/week, Spain Up to 30 hours/week, and the UK, Ireland, Malta and Italy 20 hours/week. Germany counts days instead: 140 full days or 280 half days per year (≈20 h/week). Treat the earnings as extra, since no visa office accepts expected wages as proof of funds.
You still have routes, but not shortcuts. Home entry needs 3 core credits (English, Core Mathematics, Integrated Science) + 3 electives, A1–C6, aggregate ≤24 (UG, KNUST 2025/26), and European admission usually sits near that. Resit through WAEC, take a foundation year, or apply to a lower-tier institution honestly. Any agent who offers to improve your results is offering fraud, and forged certificates end in an entry ban.
