Best scholarships for Moroccan students

Six schemes accept Moroccan nationals with no country bar.

Chevening Scholarships funds one taught master’s in the UK: tuition in full, a living allowance, return economy flights and the cost of one visa application. The 2027/28 round opened 4 August 2026 and closes 6 October 2026, with results Mid-June 2027 onwards. Our Chevening scholarship guide covers the four written answers.

DAAD Scholarships funds Germany. The two programmes built for applicants from Morocco are postgraduate: EPOS for development-related master’s courses, the Helmut-Schmidt-Programme for social and political sciences, law, economics and public administration. Tuition is waived by university, the stipend is €992–1,400 per month and insurance is included. You apply to the master’s course itself; applications sent to the DAAD are not forwarded. Erasmus Mundus Joint Masters is the least restrictive. Tuition is covered in full and the stipend is €1,400 per month for the whole course, taught across universities in at least three countries. You apply to the consortium, not to Brussels, usually between October and January.

Türkiye Bursları (Türkiye Scholarships) pays tuition, a state dormitory place, flights both ways and TRY 4,500–9,000 per month, at bachelor, master’s and doctoral level — about 5,000 awards a year. The last window ran 10 January 2026 to 20 February 2026. Every holder takes one year of Turkish preparatory teaching, even when the degree itself is taught in English. See Türkiye Scholarships.

Stipendium Hungaricum covers bachelor, master’s and doctoral study in Hungary: tuition in full, a stipend of HUF 43,700–180,000 per month, insurance and a dormitory place or a housing contribution. You must be nominated by the Moroccan sending partner, and the last call closed 15 January 2026.

Italian Government Scholarships for Foreign Students (MAECI) pays €1,200 per month for nine months, but the tuition exemption depends on the university and there is no travel allowance. The last call closed 26 March 2026.

What is NOT open to Moroccan students (or only partly)

Two schemes are closed. Commonwealth Scholarships require citizenship of a Commonwealth member state, and Morocco is not one. Poland’s Banach-NAWA programme runs on a closed country list that does not include Morocco.

Three more are open only in part. The Eiffel Excellence Scholarship Programme pays €1,200–2,100 per month but no tuition, covers seven priority fields only, caps applicants at 35 and — the part most students miss — can only be submitted by the French institution; files sent by students are rejected. MAEC-AECID Scholarships in Spain names Morocco among the África-Med states, but you must already be a permanent public-sector employee with written authorisation from your superior, and the last call offered up to 41 awards. OeAD / Ernst Mach Grants in Austria accept every nationality except Austrian, but the worldwide strand funds a research stay rather than a degree.

Fully funded vs partial — know the difference

Four of the six pay for the degree and the year. Chevening, Erasmus Mundus, Türkiye Bursları and Stipendium Hungaricum all cover tuition in full and add a monthly allowance. DAAD works differently: tuition is waived by university rather than paid by the scheme, which comes to the same thing at a public German university, where a bachelor’s is already free.

The rest are top-ups. Eiffel pays €1,200–2,100 per month and no tuition. MAEC-AECID pays €1,500–2,000 per month and no tuition. The Italian government grant pays €1,200 per month and leaves the fee exemption to the university.

“Fully funded” never means every cost. No scheme on this page pays for your apostille, your language test, or the months between the offer and the first instalment.

Scholarships by destination

France takes more Moroccan students than every other destination combined: 35,458 of 75,186 students abroad in 2023. The scholarship route is Eiffel, submitted by the French institution; without an award, public fees are €178–2,902 per year. See France scholarships.

Germany is second at 5,301. DAAD and Erasmus Mundus are the routes, and public tuition is free in any case, so the blocked account of €11,904 per year is the real barrier. See Germany scholarships.

Türkiye is third at 4,958, and Türkiye Bursları is the only scheme here that also funds a bachelor’s; public tuition there is US$1,600–2,400 per year without one.

The UK has 1,628 Moroccan students and one route: Chevening, at master’s level. Without it, tuition runs £11,400–38,000 per year. See UK scholarships.

Hungary has 422 and Stipendium Hungaricum funds all three levels. See Hungary scholarships.

Italy (2,085) and Spain (4,339) both run government schemes and both keep public fees low, at €200–4,200 per year and €757–8,186 per year. The Spanish scheme, though, is only for public-sector staff.

Austria (99) and Poland (365) are the thin end. Austrian OeAD grants fund a research stay rather than a degree, and the flat national fee of €726.72 per semester applies whether or not you hold one. Poland has no national scheme open to Moroccan applicants, but public tuition starts at €2,000–6,500 per year. Where fees are already low, the scholarship is worth less than the place.

Eligibility & how to win

A Moroccan Licence is accepted as the first degree by every scheme on this page. The Bac on its own qualifies you only for Türkiye Bursları and Stipendium Hungaricum.

Grades, age and work history decide the rest. DAAD wants an Above-average result in the first academic degree — upper (top performance) third of the cohort and a recent qualification: A first university degree (bachelor, normally a four-year course) in a relevant subject, normally not more than six years old at the time of application — for the 2027 Helmut-Schmidt intake, issued not before 1 January 2020. Türkiye Bursları sets a floor of 70% and an age cap of 35; Eiffel caps at 35, the Italian grant at 40. Chevening asks for At least 2,800 hours acquired after the undergraduate degree and over a minimum of two years — roughly two years of full-time work at 35 hours a week; full-time, part-time and voluntary work and paid or unpaid internships count, entered as up to 15 employment periods.

Language is where Moroccan files fail. English is not an official language here (no), so nothing is waived on nationality: DAAD asks for IELTS or TOEFL at the level the course sets, and Campus France requires a TCF tout public, DELF B2 or DALF — holders of the Bac international option française are explicitly not exempt.

Apply to two or three schemes in the same cycle, not one. Eiffel made 433 awards worldwide in its last session and MAEC-AECID up to 41; OeAD funded 1024 incoming grant holders across all its strands.

Morocco’s own funding

Two Moroccan bodies fund study abroad. The Ministère de l’Enseignement Supérieur, de la Recherche Scientifique et de l’Innovation runs outbound scholarships through its Direction de la Coopération et du Partenariat and publishes offers as country-by-country avis on the maBourse portal. ONOUSC awards and pays those scholarships; applications go through boursessup-etranger.onousc.ma, and this is separate from the domestic bourse.

Three bodies do not. AMCI works the other way round, funding foreign students to study in Morocco. The CNRST excellence grants are for doctoral work in Moroccan universities only. The Fondation Mohammed VI’s Bourse Istihqaq is a merit bursary for children of education-sector staff, conditional on enrolment in Morocco. If an agent tells you AMCI will fund your master’s in Europe, they are wrong.

Deadlines to watch

Two are live now. Chevening closes 6 October 2026 for 2027/28. OeAD Ernst Mach closes 1 December 2026 for 2027/28.

The rest recur on a stable calendar, and several 2027/28 calls are not yet published. Stipendium Hungaricum opened 17 November 2025 and closed 15 January 2026 last time. Eiffel closed 8 January 2026. Türkiye Bursları ran 10 January 2026 to 20 February 2026. The Italian government call closed 26 March 2026, DAAD’s Helmut-Schmidt round 31 July 2026 and MAEC-AECID 15 July 2026. Erasmus Mundus has no central date: each consortium publishes its own.

Work backwards from the deadline, not towards it. Chevening needs two referees and four written answers. Türkiye Bursları needs the diploma and transcript uploaded inside the window. Stipendium Hungaricum needs a nomination from the Moroccan sending partner, which sets its own earlier national date.
