How Much Does It Cost to Study in Hungary?

A year at a Hungarian public university costs a non-EU student €3,000–8,000 per year in tuition, plus €500–600 per month to live. Health cover and the €110 residence permit sit on top. Hungary publishes no fixed proof-of-funds sum, so the consulate judges your money case by case.

The real cost of studying in Hungary (summary)

Here is the first year for a self-funded student on a general degree. Tuition at a public university is €3,000–8,000 per year for a bachelor’s and €5,000–8,000 per year for a master’s. Living costs run €500–600 per month across the country, more in several university towns. A private health policy is €300 per year, and the residence permit you apply for before you travel is €110. There is no national registration or semester fee on top of tuition. Two things move the total more than anything else: the city you live in, and the unit your university bills in. A fee quoted per semester is twice what it looks like, and Hungarian institutions bill in euros, US dollars or forints depending on the university — check the unit before you compare two offers.

Tuition fees in Hungary: public and private universities

Hungary charges tuition to self-funded students from outside the EU. Unlike Germany, there is no free public route, and unlike Italy, the price is not scaled to your country’s income. Public bachelor’s degrees run €3,000–8,000 per year and public master’s €5,000–8,000 per year. Private institutions charge €5,000–9,800 per year and €5,000–9,000 per year. No national semester or registration fee sits on top, but application fees do: €95 at Corvinus University of Budapest, €100 at the Hungarian University of Agriculture and Life Sciences, €150 at the University of Miskolc, US$150 at the University of Debrecen and US$400 at Semmelweis University.

Most of the low fees are quoted per semester. The Hungarian University of Agriculture and Life Sciences charges €1,500–2,500 per semester for a bachelor’s and €2,500–3,300 per semester for a master’s; the University of Szeged €1,800–3,500 per semester; Eötvös Loránd University €2,000–4,300 per semester; the University of Pécs €2,200–4,500 per semester; Budapest University of Technology and Economics €3,200–3,500 per semester. Others quote by the year: the University of Pannonia at €3,000–4,000 per year, Széchenyi István University at €3,400–6,800 per year, Corvinus at €6,000–6,600 per year.

Medicine, dentistry and pharmacy in English are Hungary’s best-known export and its most expensive option, at US$16,900–20,900 per year nationally. The University of Debrecen charges US$16,900 per year, the University of Pécs US$16,750 per year and the University of Szeged €15,800 per year. Living costs in Hungary

Plan on €500–600 per month for rent, food, transport and a phone. That national band comes from the Tempus Public Foundation, not from statute: Hungary sets no official monthly sum that the immigration authority applies, so no single number protects you at the visa desk. City figures come from the universities themselves, and several quote more than the national band. Debrecen is €700–750 per month, Szeged €700–800 per month, and Gödöllő and Pécs both €700–900 per month. Budapest is €600–900 per month. The genuinely cheaper towns are Győr at €400–650 per month, Miskolc at €450–600 per month and Veszprém at €450–650 per month.

Rent is the whole difference. A shared room in Miskolc is €100–140 per month and a dormitory place in Gödöllő €120–180 per month. Budapest runs €130–335 per month for a room in a shared flat, Debrecen €155–180 per month and Pécs €180–285 per month. In Győr the university quotes HUF 40,000–100,000 per month and in Veszprém HUF 52,000–59,000 per month, dormitory to private flat. University dormitory places are the cheapest housing in the country by a wide margin, and they are limited — apply through the university the week your admission letter arrives, not after you land.

Health insurance

Comprehensive health cover is required to enrol and to hold the study residence permit. A private student policy costs €300 per year, which is the cheapest route and the one most universities recommend. Across the private market, premiums run €25–245 per month depending on the tier you buy. For the Schengen visa file itself the policy must carry at least 30,000 EUR of cover. The voluntary public alternative, NEAK, is priced at 30 per cent of the gross monthly minimum wage — currently HUF 322,800 per month — which makes it far more expensive than a private policy. No exemption is published for students from outside the EU.

Proof of funds for the Hungary student visa

Hungary is unusual: there is no blocked account and no published minimum sum. The immigration authority requires evidence of sufficient means for living costs, accommodation, healthcare and return travel, assessed case by case. Proof is documentary — Bank statement / sponsor letter / scholarship award — and you file it alongside proof of paid tuition and proof of insurance. Because there is no target figure, officers read the file as a whole: a sponsor with no evidenced income, or savings that appeared last month, fails a test that has no number to pass. Insufficient proof of means of subsistence, accommodation or return-travel costs is the second refusal reason on the authority’s own list. The permit costs €110 at the embassy and takes 6 to 9 weeks. Cheapest universities and student cities

The cheapest annual bill in our dataset is the University of Pannonia in Veszprém at €3,000–4,000 per year, in a town where living costs are €450–650 per month. The Hungarian University of Agriculture and Life Sciences is next at €1,500–2,500 per semester, with 13 English-taught bachelor’s and 33 master’s programmes. The University of Szeged starts at €1,800–3,500 per semester, Széchenyi István University in Győr at €3,400–6,800 per year, and the University of Miskolc at €2,400–3,000 per semester in the cheapest city on the list, €450–600 per month. Add the two lines together before you decide: Széchenyi at €3,400–6,800 per year in Győr, where living is €400–650 per month, beats a nominally similar fee in a town costing €700–900 per month. Dormitory places cut the housing line further still, to €120–180 per month at the agriculture university’s campuses. How to cover the costs

Two national schemes reach our students: Stipendium Hungaricum and Erasmus Mundus. Stipendium Hungaricum is the fully funded route, and eligibility is by bilateral agreement rather than merit alone — Nigeria, Ghana, Kenya, Egypt, South Africa and Morocco are covered, Uganda is restricted, and Zambia and Zimbabwe are not on the partner list at all. Timing matters as much as eligibility: SH 2026/27 cycle closed 15 Jan 2026 (for Sept 2026 start); 2027/28 cycle not yet published as of 2026-09-08 (expect ~mid-Jan 2027); self-funded rolling to ~June. Work rights are real but modest: 30 hours/week in term and 90 days (or 66 working days) full-time per year in the breaks, with no separate work permit required. What works in your favour

  • Tuition is not one price. The Hungarian University of Agriculture and Life Sciences charges €1,500–2,500 per semester and Szeged €1,800–3,500 per semester, so the bottom of the public band is reachable.
  • Outside Budapest the monthly bill falls: €400–650 per month in Győr and €450–600 per month in Miskolc, where a room runs €100–140 per month.
  • The fixed costs are small and known before you apply: €300 per year for health cover, €110 for the permit, and application fees from €95 at Corvinus to €150 at Miskolc.

The honest downsides

  • Hungary is not free. Every self-funded non-EU student pays €3,000–8,000 per year at a public university, and there is no income-scaled band to bring it down.
  • The per-semester trap is real. Semmelweis quotes US$10,450 per semester and the University of Pécs €2,200–4,500 per semester — double both before you budget.
  • The scholarship is closed to two of our countries. Zambia and Zimbabwe are absent from the Stipendium Hungaricum partner list, despite 157 Zimbabweans already studying in Hungary.
  • No number to aim at. With no fixed proof-of-funds sum, a refusal for insufficient means is a judgement call you cannot pre-empt, and processing takes 6 to 9 weeks against one main September intake.
  • Since 1 January 2024 a study permit no longer carries family-member permits, so a spouse or child cannot join you on your status.
