Can you study in Türkiye without IELTS? The straight answer

Yes, across most of the sector. IELTS is the exception in Türkiye, not the standard. Middle East Technical University has stopped accepting IELTS and exempts students only through TOEFL iBT 75, PTE Academic or its own English Proficiency Exam. Koç University states plainly that IELTS is not accepted and points applicants to TOEFL iBT 80. Sabancı University does the same under a YÖK decision it says applies to all Turkish universities, taking TOEFL iBT 85, Cambridge CAE or CPE, or the Turkish state exams YDS and YÖKDİL. Yeditepe, Istanbul Technical and Bahçeşehir also leave IELTS off their accepted lists.

A smaller group still takes it: Boğaziçi, Bilkent and Istanbul Medipol each publish IELTS 6.5 overall. And at some public universities English plays no part in selection at all — Istanbul University admits on TR-YÖS, SAT, ACT or IB scores and tests English only after you are in. So the honest answer is that not having IELTS rarely blocks your application; not being able to prove English some other way does.

“No IELTS” is not “no English” — the distinction

Dropping IELTS does not drop the language bar. Nearly every English-medium programme still checks that you can follow lectures in English, and it checks in one of three ways: a different international test, the university’s own proficiency exam, or a year in its English preparatory school.

The timing differs, and that matters more than the test name. METU and Bilkent test you on arrival — Bilkent through its Proficiency in Academic English exam — which means you fly out, pay for a residence permit and find a room before you know whether you start the degree or the prep year. Sitting a test at home before you travel is the safer version of “without IELTS”, even when the university would let you sit theirs on campus.

Typical English requirements at universities in Türkiye

TOEFL iBT is the common currency. Published floors run from TOEFL iBT 60 at Hacettepe University and 72 at Bahçeşehir, up through 75 at METU, 79 at Yeditepe, 79 at Istanbul Aydın, 79 at Boğaziçi, 80 at Koç, 84 at Istanbul Medipol, 85 at Sabancı, 87 at Bilkent and 91 at Istanbul Technical University. PTE Academic sits on most of the same lists, at the score each university publishes itself.

Home and online editions are the quiet trap. Bahçeşehir refuses the TOEFL Home Edition, PTE Online and Duolingo. Yeditepe refuses Duolingo and the Home Edition. Boğaziçi refuses institutional and home-edition TOEFL and online IELTS. Duolingo does not appear as an accepted test on any of the official pages in our dataset.

Medium-of-instruction letters and school English grades are treated narrowly. Boğaziçi accepts an MOI letter and can offer conditional admission to holders of an English-medium school diploma such as WASSCE. Sabancı decides case by case. Koç, Istanbul Technical, Hacettepe, Yeditepe, Bahçeşehir and Istanbul University accept no MOI letter, and none of them count a WAEC English grade on its own. Bahçeşehir does exempt students who spent their final three secondary years in South Africa, Australia, Canada, Ireland or New Zealand.

If you were taught in English in Nigeria, Ghana or Kenya, plan for a test anyway — only one university in our Türkiye university list publishes an MOI route.

Universities that accept students without IELTS

Take these as worked examples, all from the universities’ own admissions pages.

Middle East Technical University in Ankara exempts you with TOEFL iBT 75, PTE Academic or its own English Proficiency Exam, sat on campus before term. Koç University in Istanbul accepts TOEFL iBT 80 and PTE Academic, and says openly that IELTS is not on its list. Sabancı University accepts TOEFL iBT 85, Cambridge CAE or CPE, or YDS, e-YDS and YÖKDİL, and will look at a medium-of-instruction letter case by case. Yeditepe University works from TOEFL iBT 79 and PTE Academic. Istanbul Technical University sets the highest published bar of the group, TOEFL iBT 91. Bahçeşehir University takes TOEFL iBT 72, in-person PTE Academic or its own exam. Hacettepe University’s exemption table is the mildest at TOEFL iBT 60, Cambridge CAE or CPE, or PTE Academic. Istanbul University asks for no English score at admission at all, and Ankara University publishes no English threshold either — both select on TR-YÖS, SAT, IB, GCE or WASSCE results and school grades.

Most of these rules apply to the university as a whole, but medicine, dentistry and law faculties often publish their own tables. Read the university’s own exemption list before you book any test — several of them exclude tests that agency websites still advertise as accepted.

Local-language programmes: Türkiye’s other door

Most degrees in Türkiye are taught in Turkish, and that is where the cheap seats are. Istanbul University lists 1 English-taught bachelor’s programme; Hacettepe lists 15; Ankara University lists 26. Only a handful teach entirely in English — Boğaziçi alone runs 34 English bachelor’s and 72 English master’s programmes.

For a Turkish-medium place you swap one language test for another: a Turkish proficiency certificate from TÖMER or the Yunus Emre Institute at the level the faculty sets, or a year in the university’s Turkish preparatory school before the degree starts.

What you get for it is price. Public bachelor’s tuition for foreign nationals runs US$1,600–2,400 per year, against US$16,300–22,000 per year at the foundation universities where most of the English teaching sits. A Turkish prep year buys the cheapest degrees in the country and costs you a full extra year of living expenses — treat it as a year, not a formality.

When you still need a recognised English test

The visa is not the reason: the education-purpose visa and the student residence permit set no language condition, so universities decide. The consulate asks about money and documents instead — see what the Turkish student visa requires.

A recognised test still matters in three places. Government scholarship rounds are competitive and English-medium places inside them are judged on documented proficiency — see Türkiye Bursları and other funding. English-medium medicine is the tightest market of all, from US$10,000 per year at a public faculty to US$34,000–44,000 per year at a private one. And if Türkiye is a step towards a UK or Irish master’s later, you will need IELTS for that application anyway — the alternatives to IELTS do not travel everywhere.

The honest bit: what “without IELTS” does and doesn’t buy you

Skipping IELTS saves you a test fee and a booking wait, and it still leaves you 208 recognised higher-education institutions to choose from. That is the whole of the benefit.

It does not lower the bar. TOEFL iBT 91 at Istanbul Technical is a harder sit than IELTS 6.5 for most candidates, and an exam taken on arrival gives you no second attempt before you have paid for flights, a room and a permit. Admission itself still turns on TR-YÖS, SAT, IB or your school-leaving results, and the consulate still assesses your funding through a guarantor’s letter and bank statements.
