Hungary with Stipendium Hungaricum changes this picture entirely. SH holders pay no tuition and receive accommodation support plus a monthly stipend. Estimated year-1 out-of-pocket for SH holders: approximately €1,500–2,500 (UGX 6–10.5 million), mainly flights and personal expenses. SH is restricted to Engineering (BA), and Engineering / Computer Science / Agriculture (MA) for Ugandan nationals.
Ireland’s visa fee is an exception worth noting: Ugandan nationals are exempt from the Irish visa application fee, saving €60–100 compared to most other nationalities.
Germany: €0 Tuition, High Upfront Requirement
Germany’s public universities charge no tuition — only a semester contribution of roughly €100–400 per semester (averaging around €250/semester). This makes per-year academic costs very low.
The catch is the blocked account (Sperrkonto): €11,904 per year (€992/month), which must be deposited before the visa is issued. This money is yours and is released monthly while you study, but you must have it in full before you leave Uganda. The visa fee is €75 plus a TLScontact service fee of €39 (as of June 2026).
Visa logistics: Germany has a resident embassy in Kampala. Since 1 February 2026, study visa applications are processed via TLScontact Kampala — you do not need to travel to Nairobi.
Ugandan credential note: a UACE (A-Level) certificate is generally assessed as requiring a Studienkolleg (preparatory year + Feststellungsprüfung) before being admitted to a German bachelor’s programme. Most Ugandans access German higher education through a master’s programme in English.
Scholarship: DAAD EPOS is open to Ugandan applicants for development-related master’s degrees. DAAD scholarship holders have the blocked-account and visa-fee requirements waived.
UK: Highest Cost, Most Transparent Visa Data
The UK offers the widest range of English-taught programmes, from undergraduate through to PhD, and the most scholarship options for Ugandan students (Chevening + Commonwealth CSC).
Visa cost breakdown (outside London):
– Student visa fee: £558
– Immigration Health Surcharge: £776/year (paid upfront for the full visa length)
– Maintenance to prove: £1,171/month × up to 9 months = £10,539 (held for 28 consecutive days)
– TB test required: IOM clinic at Naguru, Kampala — USD 145 (approximately UGX 537,000 at June 2026 rates; re-check before booking)
Refusal data: the UK is the only destination that publishes Ugandan-specific student visa refusal rates. The refusal rate on the sponsored student route was approximately 8.3–8.7% in 2025 (Home Office immigration statistics, Vis_D02). This is the only country in this comparison where you have a published, applicant-specific refusal figure to work with.
Graduate Route: from 1 January 2027, the post-study work route reduces to 18 months for bachelor’s and master’s graduates (3 years for PhD). This change affects planning for anyone enrolling from 2024/25 onwards.
Ireland: No Free Tuition, Visa-Fee Exempt
Ireland has no free-tuition tier for non-EU students. Typical BA tuition starts at roughly €9,850/year and rises to over €52,000 for medicine. This makes it the second-most expensive destination in net first-year cost after the UK.
What helps: Ugandan nationals pay no Irish visa application fee (exempt). The process runs through the Embassy of Ireland in Kampala — no Nairobi trip needed.
Visa caution: Ireland’s published long-stay visa refusal rate for Ugandan nationals was approximately 28.7% (2024) and 35.7% (2025) (data.gov.ie). These figures are purpose-blind (not student-specific), so they include all long-stay categories. The correct number to carry into planning is: a meaningful proportion of Ugandan long-stay applications are refused, and financial documentation — especially explaining large or irregular deposits — is a common cited reason.
GOI-IES scholarship: approximately 60 awards of €10,000 plus full tuition waiver, for postgraduate students only. Ireland does not offer undergraduate scholarship routes comparable to Chevening or SH.
Post-study work: the Third Level Graduate Programme (Stamp 1G) allows 12 months’ work-seeking for Level 8 degree holders and 24 months for Master’s/PhD graduates.
Poland: Cheapest Self-Funded Option
Poland offers among the lowest all-in first-year costs: approximately UGX 46 million (€11,020) representative for a non-medical bachelor’s. Public university tuition runs from roughly €2,000/year, with living costs in cities like Warsaw or Kraków lower than in Western Europe.
Visa catches:
– National (Type D) student visa fee: €200 (since January 2026; the old €135/€80 figures are stale)
– Application in-person at the Embassy of Poland in Nairobi — no Polish mission issues visas in Kampala
– From July 2025, a NAWA recognition statement for secondary qualifications is required
– Poland’s embassy actively warns against intermediaries; book directly via e-konsulat.gov.pl
Scholarship: NAWA Banach (the main Polish scholarship for developing countries) is not available to Ugandan nationals. Uganda does not appear on the 2026 eligible-country list. Do not build plans around NAWA Banach.
Hungary: Best Value If You Win Stipendium Hungaricum
Self-funded, Hungary costs roughly UGX 54 million in year one. With Stipendium Hungaricum, the out-of-pocket cost drops to approximately UGX 6–10.5 million — making it, for eligible students in the right fields, the financially strongest option available.
Fields: BA — Engineering only. MA — Engineering, Computer Science, Agriculture only.
Visa: applications go through VFS Global Nairobi and the Embassy of Hungary Nairobi. Processing is approximately 8 weeks. The visa and residence permit fee is €110.
Living costs: Hungary is among Europe’s most affordable countries for students, with living costs of roughly €600/month.
Cyprus: EU but Not Schengen
Cyprus is an EU member but is not in the Schengen Area. A Cypriot student permit does not give free travel across Schengen countries — this matters if you are planning to travel within Europe during holidays.
Visa route: applications go through the Cyprus High Commission in Nairobi. The university applies for your entry permit to the Cyprus Civil Registry and Migration Department (CRMD); you collect the entry visa in Nairobi.
Pre-arrival medicals: Cyprus requires HIV, Hepatitis B and C, syphilis, and TB (chest X-ray) tests — both in Uganda before departure and repeated after arrival in Cyprus.
English-taught options: the public University of Cyprus (UCY) is mostly Greek-taught; private universities (UNIC, EUC) teach in English and are the realistic route for Ugandan anglophone students.
Malta: Schengen Access, Remote Application
Malta is inside the Schengen Area and teaches most postgraduate programmes in English. The University of Malta (UM) is the only state university, with BA arts/business tuition at €8,500/year.
Visa catch: Malta has no consular mission near Uganda. You apply via the Identità Premium courier service (approximately €300) or through VFS Nairobi. A chest X-ray (TB screen) is required after arrival for students from Uganda, within four weeks of registration.
Funds: a two-stage requirement — at visa stage you must show at least 75% of Malta’s National Minimum Wage per month (approximately €746/month in 2026); at the residence permit stage, €950/month is required (as of June 2026).
