Who Runs the Visa Application Centres?

Governments do not usually process visa applications on their own premises in every country where they accept applicants. Instead, they contract commercial companies — primarily VFS Global and TLScontact — to collect biometrics, receive documents and forward everything securely.

The government retains the decision. The VAC company is a logistics intermediary. This distinction matters because the VAC officer’s job is completeness-checking, not eligibility assessment.

What Happens at Your Appointment: Step by Step

Step 1 — Book online

Appointments are booked through the VFS or TLScontact website for your country. Do not use an agent to book your appointment; this adds cost and removes your control over the time slot. For Poland, book through e-konsulat.gov.pl directly.

Slots for popular destinations and intake periods fill quickly. For UK student visas, appointment availability at busy VAC locations (e.g. Lagos, Nairobi) can run three to five weeks out during peak periods (July–September). Book as soon as your application is ready, not after.

Step 2 — Pay the service fee (separate from the visa fee)

The VFS or TLS service fee is charged by the VAC company and is separate from the government visa fee. You typically pay the government fee online when you submit your visa application form, and the VAC service fee when you book your appointment.

Confirmed service fees (as of June 2026 — re-check before booking, fees change):

  • Malta via VFS: €100 government fee + VFS service fee (capped at ≤€150 per Identità policy); confirmed for Nigeria and Kenya corridors (source: vfsglobal.com Malta one-pager, Identità policy, June 2026)

Step 3 — Prepare your documents

The document checklist published by the embassy or government is the binding reference — not the VFS website, not this post, not an agent’s list. VFS/TLS websites typically reproduce the government checklist, but discrepancies occur.

Prepare two sets — originals plus certified copies — unless the checklist specifies otherwise. Common items across most student visa categories:

  • Passport (valid for at least six months beyond your intended stay; some destinations require longer)
  • Completed and signed application form or reference number
  • Admission letter / Confirmation of Acceptance for Studies (UK CAS)
  • Proof of funds (bank statements, blocked account confirmation, scholarship letter)
  • Academic certificates and transcripts
  • Photographs (check the specification: dimensions, background colour, recency)
  • VFS appointment confirmation printout
  • Payment receipts for both the visa fee and the VFS service fee

Destination-specific extras worth highlighting:

  • UK: TB test certificate (course > 6 months; IOM clinics only, book weeks ahead)
  • Germany: Blocked-account confirmation (Sperrkonto; standard bank statements are not a substitute)
  • Malta: Insurance certificate (Schengen cover ≥€30,000 for the entry visa)
  • Cyprus: Cyprus-bank deposit confirmation; pre-arrival medicals including TB chest X-ray

Step 4 — Attend the appointment

Arrive on time. Bring the physical appointment confirmation. Most VACs require you to leave mobile phones and bags in lockers before entering the biometrics area.

At the counter you will:

  1. Have your appointment and ID verified
  2. Submit all original documents
  3. Have your ten fingerprints scanned (rolled, digital)
  4. Have a digital photograph taken
  5. Receive a receipt confirming what was submitted

The biometrics capture itself takes under ten minutes. The entire centre visit — including queuing, document checking and submission — typically runs thirty to ninety minutes depending on volume. Do not expect an assessment conversation about your application; the counter officer’s role is to confirm your documents are present and in acceptable condition, not to evaluate your eligibility.

Step 5 — Passport and outcome

After submission, your passport is held by the VAC (or sent by the VAC to the consulate/embassy) during processing. You cannot use it for travel during this period.

When the decision is made, your passport is:
Collected at the VAC — you return in person; or
Couriered to you — VFS/TLS offer a courier return service for an additional fee; book this in advance

Common Mistakes at VFS Appointments

Bringing photocopies instead of originals. Most destination checklists require originals for at least some documents (e.g. academic certificates, bank letters). A VAC officer who finds only copies of a required original will typically decline to accept the full submission.

Wrong photograph specification. Each destination has its own photograph requirements (size, background colour, recency, no glasses). A rejected photograph means a new appointment in some cases.

Submitting documents out of order. This does not affect the decision but slows down counter processing. Arrange documents in the order listed on the official checklist.

Arriving late or without a printout. Some VACs are strict about appointment times and accept walk-ins only at specific slots or not at all. Print your appointment confirmation.

Assuming the VFS officer assesses your application. Trying to explain your circumstances at the counter is not useful. The officer’s job is document completeness. Explanatory letters belong inside your application file, addressed to the decision-maker.

Not tracking your application. Once your documents are submitted, most VAC systems provide a tracking reference. Use it. Do not call the VAC to chase a decision — that contact is for logistics (is my passport ready to collect?), not application status.
