Is UACE Accepted by European Universities?
UACE is accepted in Europe, but whether it qualifies you for direct bachelor's entry depends entirely on the destination. The UK, Ireland, Malta, Cyprus, Hungary and Poland all treat UACE as a valid university-entry qualification. Germany is the main exception: UACE is typically rated H− in the anabin database, requiring a Studienkolleg preparatory year before a German bachelor's degree.
What Is UACE? A Brief Overview for European Admissions Officers
The Uganda Advanced Certificate of Education is examined by the Uganda National Examinations Board (UNEB) at the end of S6 — the final two years of upper-secondary school under Uganda’s 7-4-2 system (seven years primary, four years lower-secondary, two years upper-secondary).
A standard UACE sits three Principal subjects plus a General Paper and one subsidiary subject. Principal subject grades run from A to F: A = 6 points, B = 5, C = 4, D = 3, E = 2; O (Other) = 1; F = 0. The theoretical maximum is 20 points across three principals. Competitive programmes in Uganda — medicine, law, engineering — typically require 15 or more points at Principal level.
Important note on grading reform: The 2024 cohort’s Uganda Certificate of Education (UCE, the lower-secondary O-Level) moved to a new competency-based A–E grading system (A = Exceptional through E = Elementary). This reform applies to UCE only; the UACE Principal grade scale has not changed. If European admissions offices are unfamiliar with the new UCE format, include an explanatory note and refer them to UNEB.
Is UACE Accepted in Europe? Country-by-Country Answer
United Kingdom — widely accepted
UK universities treat UACE Principal passes as directly comparable to British A Levels for undergraduate admission. Each institution sets its own grade requirements. The University of Sheffield’s published Uganda entry requirements page, for example, maps Ugandan A-Level grades specifically for prospective students.
For postgraduate (master’s) programmes, universities assess whether your Ugandan bachelor’s degree is equivalent to a UK honours degree. Sheffield maps a Makerere University First Class (CGPA 4.40–5.00/5.00) to a UK First, and a Second Upper (CGPA 3.60–4.39) to a UK 2:1 — the standard entry requirement for most UK master’s programmes. Most UK programmes need a UK ENIC Statement of Comparability or the university’s own assessment.
English: Universities including Stirling and Sheffield name Uganda explicitly as eligible for English-language waivers at admission. However, Uganda is not on the UKVI majority-English list, so the visa-level English requirement is separate — at degree level, your sponsor university can self-assess your English; for below-degree courses, a UKVI-approved SELT is needed.
Ireland — straightforward entry
Irish universities and institutions of technology accept UACE for undergraduate entry. ATU Ireland explicitly lists UACE and UCE among accepted qualifications for its English-language requirement. Admissions recognition is handled by NARIC Ireland (QQI) — a free comparability statement — though most universities make their own assessment at the point of offer.
For the GOI-IES postgraduate scholarship, Uganda is eligible; UACE as a secondary qualification underpins the bachelor’s degree that is the entry requirement.
Malta — accepted through MQRIC
The Malta Further and Higher Education Authority (MFHEA) and its MQRIC recognition arm assess foreign qualifications against the Maltese Qualifications Framework. UACE is accepted as a secondary-level entry qualification for bachelor’s programmes at the University of Malta and other MFHEA-registered institutions. Applicants typically need to provide original certificates and may be asked for a recognition statement (MQRIC fee: €65 for a foreign qualification).
Cyprus (Republic of Cyprus) — accepted at private institutions; Greek dominant at UCY
The Cyprus Agency of Quality Assurance and Accreditation (KYSATS) handles qualification recognition. UACE is accepted for admission at English-taught institutions, most of which are private (University of Nicosia, European University Cyprus). The University of Cyprus (UCY) — the main public university — teaches most undergraduate programmes in Greek, which limits accessibility for most Ugandan applicants; English-taught postgraduate programmes at UCY are the more realistic route.
Cyprus medicals (HIV, Hepatitis B and C, syphilis and TB chest X-ray) and the non-Schengen permit system are the main practical barriers — not UACE recognition itself.
Hungary — accepted for bachelor’s and master’s
Hungarian universities accept UACE for undergraduate entry. The admitting institution handles equivalency, overseen by the Educational Authority (OH-MEIK). The Stipendium Hungaricum scholarship — for which Uganda is eligible in Engineering (bachelor’s), and Engineering, Computer Science and Agriculture (master’s) — accepts UACE as the entry qualification for those fields. The 2026/27 cycle closed on 15 January 2026; the next cycle opens approximately November 2026.
Poland — accepted, with a formal recognition step
Poland requires a recognition decision on your secondary school certificate for bachelor’s entry (from 1 July 2025). This is a written NAWA recognition statement or a Kuratorium Oświaty decision confirming that your UACE entitles you to study in Poland. For master’s programmes, only the prior bachelor’s degree matters — the secondary recognition step is not required.
The NAWA recognition statement (nawa.gov.pl/en/recognition) is an explicit item on the Polish student-visa checklist. Without it, your application will be incomplete. Build at least four to six weeks into your timeline for this step.
Germany — the Studienkolleg Route Explained
Germany is where UACE recognition gets complicated. The anabin database — Germany’s official qualification recognition tool — classifies qualifications by H rating:
- H+ = the qualification meets the German entry requirement (Hochschulzugangsberechtigung) directly.
- H− = the qualification does not meet the threshold alone; additional study is required.
UACE is generally rated H− in anabin, meaning that for most Ugandans seeking a German bachelor’s degree, the route is:
- Apply to a German Studienkolleg (preparatory college, typically one academic year).
- Pass the Feststellungsprüfung (assessment exam).
- Then apply to a German bachelor’s programme.
The exception: If you have completed at least one year of accredited university study at a recognised Ugandan institution (such as Makerere University), you may be able to apply directly without a Studienkolleg. This is because one year of qualifying university study can compensate for the H− gap. Check your specific UACE subject combination and Ugandan institution in the anabin database (anabin.kmk.org) or ask your target German university directly.
Important: No APS (Akademische Prüfstelle) is required for Ugandans. The APS exists only for applicants from China, Vietnam and India. The German Embassy Kampala study-visa FAQ confirms this. Do not pay for an APS — it would be unnecessary.
Germany remains the most accessible destination for a master’s degree. Most Ugandan students pursue English-taught postgraduate programmes at German universities, where a completed bachelor’s degree meets the entry requirement directly and public tuition is €0. The 7-4-2 Ugandan system (bachelor’s typically three to four years) and NCHE grading are assessed by the German university and uni-assist on a case-by-case basis.

Makerere University Grades and How They Map to European Standards
If you are applying to European master’s programmes with a Ugandan bachelor’s degree, the destination university (or a credential evaluation body) will ask about your classification. The Makerere University Senate grading scale uses a CGPA out of 5.0:
- First Class: CGPA 4.40–5.00
- Second Upper (2:1): CGPA 3.60–4.39
- Second Lower (2:2): CGPA 2.80–3.59
- Pass: CGPA 2.00–2.79 (minimum graduation CGPA 2.0)
The University of Sheffield’s Uganda entry page maps First Class to a UK First and Second Upper to a UK 2:1 — the standard for UK master’s entry. Other European universities apply their own conversion, often using ENIC-NARIC equivalent services.

For admissions purposes, many European universities accept a medium-of-instruction (MOI) letter confirming that your UACE was taught in English. Some UK universities — including Stirling and Sheffield — explicitly name Uganda as eligible for a language waiver at undergraduate level. The new competency-based UCE grading — introduced for the 2024 cohort (results February 2025) — uses letter grades A through E.
