Is France a good choice from Uganda?
France is inexpensive to study in and demanding to get into from Uganda. Public universities bill €178–2,902 per year for a licence and €255–3,950 per year for a master, with living costs of €600–800 per month and free health cover. The UACE gives access to the first year of a licence, and thirteen years of schooling counts in your favour.
Two things make this corridor harder than it looks. There is no Campus France space in Uganda, so no local office checks your file first. Entry with the UACE
Uganda sits outside Études en France, so you apply directly to each institution, filing the paper DAP dossier blanc through the French embassy for licence entry. Université Paris-Saclay accepts the UACE for direct L1 entry via the DAP, with no foundation year.
Université Claude Bernard Lyon 1 takes the same paper route and requires French at B2. The University of Lille and the University of Strasbourg admit hors-DAP with legalised documents, and Université Paris Cité reviews the UACE through eCandidat. Entry at home needs two principal passes at UACE from one sitting, plus UCE with at least five passes.
English-medium schooling removes the English test but not the French one: French-taught degrees work at B2, and a DUEF year costs €2,800–3,860 per year over 9 months. See France universities and entry routes.
The student visa from Uganda
You apply at the visa section of the Embassy of France on Lumumba Avenue, Kampala; there is no outsourced centre. Uganda is not on the CEF list, so the reduced student rate does not apply: the fee is €99, the top of the €50–99 band. France-Visas publishes no target processing time for Uganda, so work to the national 2 to 7 weeks and file early.
Show €877.50 per month — bank statements, a guarantor’s attestation de prise en charge, a blocked-transfer certificate or a scholarship award — because unclear proof is the first listed refusal reason. Biometrics are taken; no TB test or medical exam is required for France. Uganda is not a Hague Apostille party: UNEB issues its Letter of Verification of Results, the Ministry of Foreign Affairs authenticates it, then the mission legalises it.
