How to Study in Hungary Without IELTS
Yes — many Hungarian universities admit you without IELTS, but only with another proof they name on the programme page. Debrecen, Miskolc and Széchenyi István accept a medium-of-instruction letter; Corvinus, Miskolc and Pécs accept the Duolingo English Test. Where a test is required the floor is IELTS 5.5 for bachelor's and 6 for master's. Hungary's permit sets no language rule, so each university decides alone.
Can you study in Hungary without IELTS? The straight answer
Often yes, and it is the university that decides, not Hungary. The immigration rules set no minimum level for the student residence permit: the aliens-policing authority asks only that you have the language knowledge needed to follow your programme, proved by a language certificate, a diploma from study in a foreign language, or other credible evidence. Each of the country’s 64 recognised institutions then writes its own admission rule. Most publish a floor near IELTS 5.5 for bachelor’s and 6 for master’s, and most also name something you can file instead — a medium-of-instruction letter, a TOEFL iBT score, the Duolingo English Test, a Cambridge or ECL certificate, or an interview. You can avoid the IELTS test in Hungary; you cannot avoid proving English. Two exceptions are sharp. Semmelweis University accepts no standardised English test in place of its own entrance examination for medicine, dentistry and pharmacy, and Corvinus University of Budapest does not accept a medium-of-instruction letter at all. “No IELTS” is not “no English” — the distinction
Agents in Lagos, Accra and Nairobi sell “no IELTS” as “no English needed”. It is not that. An English-taught degree in Hungary is taught, examined and defended in English, and the level universities name is B2 on the Common European Framework, C1 for a few master’s programmes. What changes when you skip IELTS is the evidence you file, not the standard you meet. That gap shows most clearly in the medium-of-instruction letter: it states the language your school taught in and says nothing about your level, which is why some universities take it and others refuse it. Choose the alternative your target programme names on its own page, and check whether the rule you are reading belongs to the university or to one faculty. Typical English requirements at universities in Hungary
The national pattern is a floor of IELTS 5.5 for bachelor’s and 6 for master’s. Every institution sets its own, and several sit above or below it.
The lowest published bar belongs to Budapest University of Technology and Economics: IELTS 5 for bachelor’s and 5 for master’s, or TOEFL iBT 72, with PTE Academic, Cambridge B2 First and a medium-of-instruction certificate all listed as alternatives. Eötvös Loránd University publishes IELTS 5.5 at bachelor’s and 5.5 at master’s, or TOEFL iBT 46, for its Faculty of Social Sciences, which also accepts proof of prior education taught entirely in English; its Faculty of Informatics sets a different rule. Óbuda University asks IELTS 5.5 or TOEFL iBT 72 and adds Cambridge, ECL and Euroexam B2 certificates. Széchenyi István University publishes IELTS 5.5 or TOEFL iBT 66 for bachelor’s entry and no master’s minimum.
Higher up the scale, the University of Debrecen publishes its minimums programme by programme rather than centrally: IELTS 5.5 for bachelor’s degrees and 6 for master’s. The Hungarian University of Agriculture and Life Sciences asks IELTS 6 or TOEFL iBT 79, the University of Miskolc IELTS 6 or TOEFL iBT 72, Corvinus IELTS 6 or TOEFL iBT 72 for bachelor’s, and the University of Pécs IELTS 6 or TOEFL iBT 90, rising to C1 for its English and American Studies master’s. The University of Pannonia is the widest split on the list: IELTS 5.5 for bachelor’s, but 7 for the master’s degrees in its humanities faculty. The University of Szeged publishes IELTS 6.5 for master’s entry and no bachelor’s figure at all. Universities that accept students without IELTS
The medium-of-instruction letter is the widest door. Six institutions accept a certificate that your previous education was taught in English in place of a test: the University of Debrecen, the Hungarian University of Agriculture and Life Sciences, the University of Miskolc, Széchenyi István University, the University of Pannonia and Budapest University of Technology and Economics.
Three more take that route conditionally. Óbuda University drops the test outright where your previous study was fully in English and judges any other letter case by case. The University of Pécs and the University of Szeged also decide case by case, and Szeged publishes no bachelor’s IELTS figure to begin with.
Where a test is wanted, the substitutes are real. TOEFL iBT is accepted almost everywhere, from 46 at Eötvös Loránd to 90 at Pécs. Corvinus, Miskolc and Pécs accept the Duolingo English Test; Óbuda states plainly that it does not. Óbuda, Budapest University of Technology and Economics and Pécs list Cambridge certificates, and Óbuda adds the Hungarian ECL and Euroexam B2 exams. Corvinus accepts an A-Level or International Baccalaureate English result and asks for no separate English certificate on most of its master’s programmes.
Two names are closed to this route: Corvinus refuses the medium-of-instruction letter, and Semmelweis accepts no standardised English test in place of its own entrance examination.
Local-language programmes: Hungary’s other door
Hungary teaches in Hungarian, English, and Hungarian is the larger half. English-taught degrees are a deliberate export product sitting alongside a much bigger Hungarian-taught system, and that system is open to you at the price of a year. No national Hungarian level is published for admission: the university sets it programme by programme, and the immigration rule asks only for the language knowledge your studies need. The usual route is a preparatory year of Hungarian and subject teaching before the degree proper begins, which is what our foundation year page covers. Budget for that year honestly — €500–600 per month nationally, €600–900 per month in Budapest — because you pay it before you earn a single credit. For an applicant from Nigeria, Ghana, Kenya, Uganda, Zambia or Zimbabwe, Hungarian from scratch is the slowest route on this page. French is no shortcut for Moroccan applicants either: Hungary examines in Hungarian or in English, and in nothing else.
When you still need a recognised English test
Some doors need a test whatever a university’s general page says. Stipendium Hungaricum is the first: the scholarship sets its own condition, typically IELTS 5.5 or above, and a letter from your school will not clear it — see Stipendium Hungaricum. Medicine, dentistry and pharmacy are the second: Semmelweis assesses English inside its own written entrance examination, so the exam replaces IELTS rather than waiving it. Corvinus is the third, because with no medium-of-instruction route a bachelor’s application there needs IELTS 6, TOEFL iBT 72, Duolingo or Cambridge. The honest bit: what “without IELTS” does and doesn’t buy you
It buys you a shorter list, not an easier one. Skipping IELTS removes a fee and a test date; it does not remove the level, the deadline or the money. Every alternative carries its own cost: a medium-of-instruction letter takes weeks to get out of a registrar and can still be refused, an interview is a judgement you cannot resit on demand, and the Duolingo English Test is accepted at three of the universities named here and explicitly rejected at a fourth. Nothing else moves either — €3,000–8,000 per year at a public university, €5,000–9,800 per year at a private one, US$16,900–20,900 per year for medicine, and a €110 permit fee. If your shortlist is two or three programmes, booking a mainstream test is usually faster than rebuilding the shortlist around avoiding one — weigh it against the full cost of studying in Hungary.

What works in your favour
- Where a test is asked for, the bar is low: the floor is IELTS 5.5 at bachelor’s and 6 at master’s, with BME at 5 and ELTE at 5.5.
- TOEFL routes are equally reachable: ELTE accepts 46, Széchenyi István 66 and Óbuda 72.
- Master’s entry is not automatically harder: BME asks IELTS 5 and ELTE 5.5, both under the national master’s floor of 6.
- The field to search is large: 64 recognised institutions teaching in Hungarian, English, so a rule that blocks you at one school may not apply at the next.
The honest downsides
- The waiver is decided per programme and per cycle. The same university can accept a medium-of-instruction letter for one degree and refuse it for the next, and a rule you read today can change before the intake opens.
- Precedent from your own country may be thin. Hungary hosts 6,029 African students of 43,653 international students in 2025/26 — 1,167 Nigerians and 378 Ghanaians, but only 11 Zambians.
- Zambia and Zimbabwe are absent from the Stipendium Hungaricum partner list, so the scholarship route, and its English rules, does not apply there.
- Paperwork is heavy whichever English route you take: certificates need an apostille, and your qualification is assessed by the university and the Hungarian Equivalence Centre.
- The permit is slow and physical at the far end: 6–9 weeks to process, and a post-arrival medical including a chest X-ray and blood screening.

Open the programme page and confirm whether teaching is in English or Hungarian. A Hungarian-taught degree needs Hungarian at the level the university sets, usually after a preparatory year.

A registrar can take weeks to issue a medium-of-instruction letter on headed paper. Book a test date early enough for the result to reach the university before its deadline.

Certificates need an apostille and certified translations. Your qualification is assessed by the university and the Hungarian Equivalence Centre, separately from the English question.

Self-funded applications go to the university and run rolling to about June. Stipendium Hungaricum runs on its own portal and sets its own language condition, typically IELTS 5.5 or above.

After admission, file at the Hungarian embassy with your admission letter, funds, insurance and accommodation. Allow six to nine weeks and give biometrics at the embassy.

English proof is granted by your documents, not by your passport.
