Türkiye Student Visa: Requirements and How to Apply
Türkiye has no one-step student visa: you enter on an education-purpose D-2 visa from a Turkish consulate, then apply for a student residence permit after you arrive. The document fee is TRY 964 and a decision takes up to 13 weeks. No proof-of-funds sum is published, so each consulate judges your guarantor's bank statements case by case.
Türkiye student visa requirements (checklist)
You are applying for two things, not one: Ogrenci ikamet izni (Student Residence Permit), obtained after entering Turkiye on an education-purpose (D-2) visa issued by a Turkish consulate abroad. The consulate stage decides whether you travel. The permit stage, pre-filed online at e-ikamet.goc.gov.tr after arrival and completed in person at the Provincial Directorate of Migration Management, decides whether you stay. You cannot arrive as a tourist and convert.
What the consular checklists ask for:
- A passport valid well beyond your intended stay, plus biometric photographs.
- The visa application, pre-filed online and printed for your appointment.
- Your university’s acceptance letter, which comes from the institution: Türkiye has no central admissions body.
- A financial guarantor’s letter with three months of the guarantor’s bank statements or salary slips, your own statement, or a scholarship award letter.
- Health insurance meeting the minimum coverage floor set for residence-permit applications.
- Proof of where you will live: a dormitory letter or a lease.
- Diplomas and transcripts, apostilled where your country is a Hague Convention member and consular-legalised where it is not: legalisation required is yes.
- The consular fee, in the currency and form your mission demands, usually cash.
Fingerprints are taken: biometrics is yes. A tuberculosis test varies by mission and a medical certificate is required. The visa rules set no language condition: your Turkish or English level is decided by your university, not by immigration.
Proof of funds — the exact rule
There is no number to hit. No single fixed statutory sum found at national/immigration-authority level for a student visa or residence permit. Sufficiency of funds is assessed case-by-case via a financial guarantor's letter with the guarantor's last 3 months of bank statements/salary slips, the student's own bank statement, or a scholarship award letter, per the consulate's own visa-application guidance.
The mechanism: Bank statement (own or sponsor/guarantor) or scholarship confirmation letter. With no statutory figure, the officer weighs your evidence against your actual costs, so document tuition plus a full year of living costs rather than a token balance. Use your university’s annual charge and a real city figure: TRY 12,000–40,000 per month in Ankara, TRY 28,000–56,000 per month in Istanbul.
Two practical points. The statements must show income that explains the balance, not a lump sum that appeared last month, and the same evidence is examined again at the permit stage after arrival. Health insurance
Cover is compulsory for the residence permit, and missing or non-compliant cover is a stated refusal ground. Foreign students may register for state health insurance (GSS) within three months of first enrolment; the premium is TRY 1,981.80 per month from January 2026. Miss that window and private insurance becomes mandatory instead, at roughly TRY 4,800–5,800 per year for the 18–25 age band. Most students take the private policy because it costs a fraction of the state premium. Minimum coverage limits for these policies were raised from April 2025, so a policy bought before that date will not satisfy the checklist.
Where Africans apply: embassies and visa centres
All nine countries have a Turkish mission, so nobody files through a third country. What differs is who takes the file.
Nigeria. Embassy of Türkiye, Abuja, plus the SEFA Visa Application Office in Lagos, open since June 2026. No student-specific fee is published, only a general consular schedule.
Ghana. Turkish Embassy Accra, in person, after an online pre-application. The Kumasi honorary consulate handles Turkish-citizen civil matters only and cannot take your file.
Kenya. Turkish Embassy Nairobi, Gigiri Road, covering Kenya and Seychelles. No outsourced centre exists: book through e-Randevu, attend for biometrics and an interview, pay in cash US dollars.
Egypt. MZ Visa Application Centre in Cairo (Dokki) and Alexandria (Bab Sharq), acting for the embassy and the consulate general. A cash service charge is added, and the centre’s figure and the embassy’s do not match, so carry the higher amount.
South Africa. Turkish Embassy Pretoria or the Consulate General in Cape Town, through the government e-Consulate portal; no visa centre. It is one of only two origins here that apostilles documents rather than legalising them.
Uganda. Passport Visa Service “Turkish Route” on Yusuf Lule Road, Kampala, the embassy’s sole authorised provider. Expect a service fee and mandatory travel insurance on top of the consular fee, cash US dollars, no appointment needed.
Zambia. Turkish Embassy Lusaka, which also covers Malawi. The student visa is a national sticker visa, so the e-Visa route is closed to Zambians and no priority service exists.
Zimbabwe. Turkish Embassy Harare, applications outsourced to AgentTR in Belgravia, not VFS, iDATA or TLScontact. No Zimbabwe-specific fee or processing time is published.
Morocco. The consular section in Rabat, or the Consulate General in Casablanca, in person, no visa centre. The student visa is free of charge for Moroccan nationals, per the embassy’s own procedures document.
The fee
Budget three payments. The consulate charges its own visa fee, set per nationality by the Ministry of Foreign Affairs rather than published as one national figure, and waived entirely for Moroccan students. After arrival, the residence-permit card carries a document fee of TRY 964 plus a duty that scales with your nationality and with how long the permit runs. Outsourced centres in Cairo, Kampala and Harare add service charges, and Kampala’s provider also requires travel insurance. None of it is refunded if you are refused.
Step-by-step: how to apply for a Türkiye student visa
For a September 2027 start, begin in late 2026.
- Late 2026: shortlist programmes among the 208 recognised institutions. See Turkish universities for African students.
- Late 2026: register for the entrance route they accept. Most want a TR-YÖS score, the international-student exam run twice a year by ÖSYM in six languages, or an equivalent such as SAT, A-Level or IB. There is no national portal.
- Winter 2026/27: start legalisation. Only South Africa and Morocco apostille; the other seven origins run a chain through their foreign ministry and then the Turkish mission, which takes weeks.
- Spring to July 2027: apply to the universities. No national deadline — set per university. Representative official example: METU (ODTÜ) undergraduate international-student applications for AY2026/27 ran 2026-06-01 to 2026-07-12; expect an analogous June-July window for the 2027/28 cycle.
- On acceptance: ask your guarantor for a letter plus three months of statements, and buy compliant health insurance.
- July to August 2027: attend the consulate appointment, give fingerprints, pay the fee. Do not book flights before the visa is in your passport.
- On arrival: register your address and complete the e-ikamet pre-application online while your entry visa is still valid.
- Within weeks of arrival: attend the migration directorate appointment, pay TRY 964 and the duty, collect the permit card.
- Within three months of enrolment: register for state health insurance or keep a private policy.
Processing time
Two clocks run. Consular decisions on the D-2 visa vary by mission: Nairobi warns that files referred to Ankara take considerably longer than its own minimum, and Rabat asks applicants to allow several weeks for any long-stay visa. After arrival, the residence-permit application has a legal maximum of 13 weeks from a complete file. The permit application must be lodged while your entry visa is still valid, so book the appointment in your first days in the country.
Common refusal reasons — and how we help
No Turkish authority publishes refusal rates by nationality: the migration directorate publishes stock counts of permits, not outcomes, and no mission in our nine countries publishes its own. What is documented is why files fail: funds or sponsor support that cannot be verified; a missing checklist item, whether form, photographs, bank records or admission letter; transcripts or an acceptance letter whose authenticity cannot be confirmed; doubts about genuine intent to study, raised at interview or from the file; a prior Turkish visa violation, overstay or earlier refusal; and missing or non-compliant health insurance.

Working during and after your studies
The term-time rule is: Part-time only, once eligible (Law No.6735, Art.19); the exact weekly-hour ceiling is not stated in the statute text itself and was not independently confirmed against a primary page this session (commonly cited elsewhere as up to 24h/week). Bachelor’s and associate students may only apply after completing their first year; master’s, doctoral and medical speciality students face no waiting period. A student residence permit gives you no right to work on its own: a separate work permit from the Ministry of Labour and Social Security is always required, and a permit is needed is yes. No holiday-specific allowance is published. For scale, the net minimum wage is TRY 28,075.50 per month. What works in your favour

The honest downsides
- Two applications, two authorities and two sets of fees, the second after you have already flown. If the permit file stalls, you deal with it in a language you may not yet speak.
- Tuition is quoted in US dollars even though you pay in lira: US$1,600–2,400 per year at a public university, US$16,300–22,000 per year at a foundation one. Lira devaluation does not make your bill smaller.
- Seven of our nine countries have no apostille route, so certificates go through a legalisation chain that can take longer than the visa itself.
- Nothing is published to judge your odds by: no fixed proof-of-funds sum, no refusal rate, no student-specific processing time at most missions.
- None of the nine appears in the published top ten nationalities among 336,366 international students in 2023/24, so alumni networks from home are thin.

Most public and foundation universities require a TR-YOS score or an accepted equivalent such as SAT, A-Level or IB. TR-YOS is held twice a year in several languages.

No. The visa rules set no language condition at all. Language is an admission requirement set by each university: Turkish-medium programmes ask for a Turkish certificate, and English-medium ones set their own score, commonly around IELTS 6.5 at bachelor's level. Some universities test English after enrolment instead of before.
The post-graduation short-term residence permit can now be extended by a further year, taking it from one year to two for graduates of Turkish universities. This follows a circular to universities dated 2 August 2026 and a migration-authority legal opinion of 29 July 2026. It is in rollout rather than codified, and it still grants no automatic work rights.
Only part-time, and only with a separate work permit from the Ministry of Labour and Social Security; the residence permit alone confers nothing. Bachelor's students must first complete a year of study, while master's and doctoral students may apply immediately. After graduating, the short-term permit gives you 12 months, again without automatic work rights.
