Public tuition in Germany is free, and your UACE with UCE gives subject-restricted direct entry at several German universities — no foundation year. The first-year cost is the blocked account of €11,904 per year plus a semester contribution of €100–400 per semester. The catch is the visa queue in Kampala, where most of the wait sits.
Is Germany a good choice from Uganda?
Germany hosted 402,000 international students in 2024/25, of whom 20,416 (5.4%) came from sub-Saharan Africa — a large pool next to the 6,044 Ugandans studying abroad in total. Public tuition is free at bachelor’s and free for a consecutive master’s, across 422 recognised institutions. You pay the semester contribution of €100–400 per semester, living costs of €850–1,200 per month and insurance of €141–146 per month.
English is an official language and the common medium of instruction, which removes a step most corridors cannot skip. The catch is not admission but the consular stage: Kampala is a slow and heavily refused post, and the German-taught bachelor’s market still asks for German at C1. More in studying in Germany.
Entry with the UACE
The UACE (after UCE) is one of the stronger African school qualifications in the German system. Technical University of Munich grants subject-restricted direct entry on UCE plus UACE with no Studienkolleg, given three UCE subjects at grade 6 or better including English and a science or mathematics, plus two Principal-level UACE subjects at grade E or better; STEM and medicine need three mathematics or science subjects, at least two at Principal level (anabin UGA-BV01).
Technical University of Darmstadt sets the same structure with five independent UCE subjects (anabin, land=uga). FAU Erlangen-Nürnberg and Free University of Berlin also give direct subject-restricted admission on the combination, and state plainly that the UCE alone is not accepted. Heidelberg University, University of Hamburg, TU Dresden and Tübingen publish no confirmed verdict, so budget for a Studienkolleg of 12 months if you apply there. English-taught master’s programmes ask IELTS 6.5, often waived by a medium-of-instruction letter. See universities in Germany.
The student visa from Uganda
You apply for the National (Type D) student visa at TLScontact in Bukoto, Kampala, open since 1 February 2026, and the German Embassy Kampala decides — you no longer travel to Nairobi. Make the preliminary application on the Consular Services Portal, then attend for documents and biometrics. The fee is €75, with the centre’s service fee paid separately, and the embassy quotes about two to three months.
No TB test or medical examination is required. Proof of funds is €11,904 per year. Uganda is not a Hague Apostille country: UNEB issues a Letter of Verification of Results first, the Ministry of Foreign Affairs in Kampala authenticates it, and the German Embassy legalises it last. The honest downsides
- Kampala refuses heavily. Student figures are not published; the nearest proxy is a Schengen short-stay not-issued rate of 38.99% (2024) at the same post.
- The consular stage is slow on top of admission: about two to three months, against a 15 July (winter) / 15 January (summer) application deadline.
- Direct entry is subject-restricted and threshold-bound, and four of the universities we track publish no Uganda verdict at all — a Studienkolleg of 12 months, taught in German, remains the fallback.
- Legalisation runs UNEB, then the Ministry of Foreign Affairs, then the embassy, with no apostille shortcut.
- €11,904 per year must be in a blocked account before the visa is decided, and agent fraud around exactly this step is common in Kampala.

Check your UCE and UACE against the thresholds
Confirm the UCE subjects and grades and two Principal-level UACE subjects the university requires. STEM and medicine need three mathematics or science subjects, at least two at Principal level.

Request the UNEB Letter of Verification of Results early, because the Ministry of Foreign Affairs and the German Embassy both authenticate on top of it and the chain is sequential.

Ask each programme whether a medium-of-instruction letter replaces IELTS. For a German-taught degree, plan a course to C1 and the DSH or TestDaF examination.

Submit the file to uni-assist before the published deadline and pay the evaluation fee. Master's programmes often set earlier deadlines than the national dates, so check each one.

No. Germany requires no TB test and no medical examination. The TB certificate from the IOM Migration Health Assessment Centre in Naguru, Kampala, at US$145 is a United Kingdom requirement. Paying for one before a German application is money spent for nothing.
