Study in Spain from Uganda: costs, entry and the visa
Spain is affordable for Ugandan students: public bachelor's tuition of €757–8,186 per year, living costs of €700–1,200 per month, and no separate work permit. Only 30 Ugandans were enrolled in 2023/24. The catch: there is no Spanish mission in Uganda, so the visa is filed in Nairobi and your UACE is assessed case by case.
Is Spain a good choice from Uganda?
Spain is one of the lower-cost EU options. Public bachelor’s tuition is €757–8,186 per year — Andalucía charges non-EU students the same as nationals, Madrid the most — and living costs are €700–1,200 per month, lowest in Granada and Salamanca.
English is Uganda’s official language and the medium of instruction from upper primary, so English-taught programmes are within reach without a language detour. Two facts sit against that. Undergraduate teaching is mostly in Spanish, and the numbers are small: 30 Ugandans in Spain in 2023/24, against 6,044 Ugandan students abroad. Entry with the UACE
Uganda is not on Spain’s reciprocity list, and — unlike Nigeria, Ghana, Kenya, Egypt and Morocco — the Ministry publishes no equivalence sheet for the UACE, so your file is assessed individually. The route is homologación to the Spanish título de Bachiller, then UNEDasiss accreditation, then PCE subject exams. UAB describes UNEDasiss accreditation as the step that converts the UACE into a Spanish access grade. UC3M treats it as the standard non-EU route with optional PCE.
UB homologates to Bachiller, then applies PAU or PCE weightings; UPC requires homologación to the Batxillerat before the Catalan preinscripció. Salamanca states plainly that it does not assess foreign secondary coursework itself. UNEDasiss advises at least four PCE subjects; the access mark runs 0–10, the admission mark 14 after weightings. For Spanish-taught degrees, add a language year at €3,595–5,650 per year.
The student visa from Uganda
Where you apply: the BLS Spain Visa Application Centre in Nairobi, for the consular section of the Embassy of Spain in Kenya, which is accredited to Uganda. Operator: BLS. Budget for travel to Nairobi, possibly twice. The visa is charged at the standard €90, collected in local currency in cash, plus a BLS service fee. Processing: one month by law from the day after submission, longer if an interview or further documents are requested.
The not-issued rate at the Nairobi mission was 16.87% (2025), down on the year, though that is a short-stay figure, not a study-visa one. You must show €600 per month of intended stay; there is no blocked account. Uganda is not a Hague Apostille party, so UNEB issues a Letter of Verification of Results first, the Ministry of Foreign Affairs in Kampala authenticates, then the embassy legalises. Money: what a first year costs
Budget tuition of €757–8,186 per year for a public bachelor’s, or €5,044–10,153 per year for a master’s, plus living costs of €700–1,200 per month. Add visa-compliant health insurance at €480–840 per year, the visa at €90, the stay-authorisation fee of €10.94, the TIE card at €16.08, and the return trip to Nairobi to file.
On funding, be blunt with yourself: MAEC-AECID, Spain’s own government scheme, is closed to Ugandan nationals, so it cannot be part of the plan. What works in your favour
- English is official and the medium of instruction from upper primary, so English-taught programmes need little beyond each university’s own floor — 5.5 at UC3M.
- Andalucían public tuition is charged at the national rate, putting a first year at the bottom of the €757–8,186 per year band.
- Term-time work: up to 30 hours/week, with no separate permit, against a minimum wage of €1,221 per month.

The honest downsides
- There is no Spanish mission in Uganda. Every applicant travels to Nairobi to file, adding cost, time off and the risk of a second trip.
- MAEC-AECID is closed to Ugandan nationals, so the main Spanish government scholarship is off the table before you start.
- The UACE has no published Ministry equivalence sheet, so homologación is decided case by case with no stated timetable.
- With 30 Ugandans enrolled in 2023/24, there is no alumni network and little institutional familiarity with UNEB documents.
- Documents need a three-stage legalisation chain — UNEB, the Ministry of Foreign Affairs, the embassy — and the only intake is Autumn (September).

Get your UNEB verification letter
Request UNEB's Letter of Verification of Results for your UACE. Nothing in the legalisation chain can start until UNEB has verified the certificate directly.

Homologate the UACE
File for homologación to the Spanish título de Bachiller with the Ministerio de Educación, Formación Profesional y Deportes. Uganda has no published equivalence sheet, so allow extra time.

Accredit through UNEDasiss and sit PCE
Register with UNEDasiss for the national access credential and sit at least four PCE subject exams. The access mark runs 0 to 10; weightings lift the admission mark to 14.

Apply to universities
Apply through the Distrito Único of the autonomous community for public bachelor's places, or directly for master's programmes. There is no single national application portal.

Legalise your documents in Kampala
Uganda is not a Hague party. After UNEB verification, the Ministry of Foreign Affairs authenticates each document, then the Spanish embassy performs the final legalisation.

Show 600 euros per month of intended stay through bank statements, a scholarship letter or a sponsor undertaking, and buy a private policy meeting Spain's four visa conditions.

Book at the BLS Spain Visa Application Centre in Nairobi, pay in cash, and submit the complete file. The statutory decision period is one month from the day after submission.

Apply for the TIE after arrival
Within one month of arriving in Spain, apply for the TIE foreigner ID card. It is mandatory for stays over six months and carries a first-issuance fee.

€600 per month of intended stay, which is 100% of the IPREM. Spain has no blocked-account system: bank statements, a scholarship award letter or a sponsor's undertaking to cover your costs are all accepted. The requirement is waived if accommodation for the whole stay is pre-paid.
For English-taught degrees, usually not a separate test beyond what the university asks for, since English is official and the medium of instruction from upper primary. UC3M's own floor is 5.5. For Spanish-taught degrees you need Spanish evidence, normally DELE or a university placement result.
Erasmus Mundus joint master's are open. MAEC-AECID, Spain's own foreign-ministry scheme, is not open to Ugandan nationals. That leaves university-level awards, which you pursue after admission. Anyone charging an upfront fee to "secure" a scholarship is running the scam Uganda Police has repeatedly warned about.
