Study in Austria from Uganda
Uganda is on Austria's exemption list, so a Ugandan at a public university pays only the union fee of €26.20 per semester instead of the €726.72 per semester other third-country nationals pay. The UACE, built on 13 years of schooling, is generally accepted for entry. The catch: Austria has no mission in Uganda, so you apply in person in Addis Ababa.
Is Austria a good choice from Uganda?
For a public degree, Austria is close to tuition-free for Ugandans. Uganda sits on Austria’s exemption list, so instead of €726.72 per semester you pay only the union fee of €26.20 per semester, and TU Graz additionally lists Uganda on its tuition-fee waiver country list. Teaching is in German and English: English is the medium of instruction in Ugandan schools from upper primary, so English-taught master’s programmes are within reach without a test in many cases.
Private universities are a different market at €18,000–24,068 per year. What the fee exemption does not touch is the cost of living, €1,250–1,500 per month, which you must prove before you travel. Only 45 Ugandans are enrolled in Austria. Start with our Austria study guide.
Entry with the UACE
Thirteen years of schooling works in your favour. The University of Graz states that the UACE at Advanced Level qualifies for direct entry, while a UCE O-Level certificate alone needs up to four supplementary examinations. WU Vienna reads the UACE as exceeding Austria’s twelve-year threshold and treats it much like a GCE A-Level. The University of Klagenfurt handles it as an A-Level qualification with the right subjects, and JKU Linz assesses it individually, noting that its advanced structure improves recognition without making it automatic.
The University of Salzburg combines your UCE and UACE subjects to meet the six-subject spread. Where gaps remain, the Vorstudienlehrgang runs 10 months at €500–612 per semester after a conditional admission letter. For medicine, MedUni Vienna accepts the UACE as satisfying entrance rules, but the MedAT still stands and non-EU places are capped by statute.
The student visa from Uganda
This is the hardest part of the corridor. Applications go to the Austrian Embassy in Addis Ababa, Ethiopia, which has covered Uganda since 2012; Austria has no mission of any kind in Uganda. You must apply in person, from outside Austria, and wait abroad for the decision; VFS in Kampala handles only short-stay visas. The fee is €218, and the statutory decision period is 90 days, extendable by a further 90 if documents are requested, so allow 13–26 weeks.
You must prove €722.58–1,308.39 per month for twelve months. Biometrics are taken; no TB test or medical is required. Uganda is not an apostille country, so each academic document runs UNEB verification, then MOFA in Kampala, then embassy legalisation — start it months before the deadline. Money: what a first year costs
Tuition is the small line: €26.20 per semester under the exemption, against €726.72 per semester for applicants from countries that do not qualify. Living costs €1,250–1,500 per month, lower in Klagenfurt or Graz than in Vienna. ÖGK insurance is €78.84 per month, or €946.08 per year, on top of the €30,000 entry cover required before the permit is granted.

What works in your favour
- The tuition exemption is real money: €26.20 per semester instead of €726.72 per semester, at any of Austria’s 77 recognised institutions.

The subsistence thresholds used to prove your funds rise from January 2027, approved by parliament in July 2026, so plan above today's €722.58–1,308.39 per month. The student union fee, which is the only fee you pay under the exemption, is indexed and rises again for winter 2027/28.
