Study in Malta from Morocco: entry, visa and costs
Malta admits Moroccan applicants, but the Bac marocain does not give direct entry: the University of Malta requires a foundation year and a Secure English Language Test first. Non-EU tuition is €8,500–10,800 per year and the visa is filed in Casablanca at €100. Teaching is in English only, so French qualifications carry no weight in the classroom.
Is Malta a good choice from Morocco?
The consular side is the easy part. Malta keeps a Consulate General in Casablanca and applications are taken locally, at €100 — one of the lower fees into Malta, with no third country to travel to. Morocco is also a Hague Apostille country, so diplomas are apostilled at home.
The academic side is harder. Every degree is taught in English, but English is neither an official language nor a common medium of instruction in Morocco, so you will be tested. Tuition is €8,500–10,800 per year at the University of Malta and living €950–1,600 per month — see the Malta country guide.
The catch is two added requirements at once: a foundation year and an English certificate, before the degree starts.
Entry with the Baccalauréat (Bac marocain)
The University of Malta does not accept the Baccalauréat national (Bac marocain) on its own. Holders take the Certificate in Foundation Studies: 12 months at €6,600–16,000 per programme. Its outcome is an MQF Level 4 certificate worth 62 ECTS, which makes you eligible for a University of Malta bachelor’s in the matching subject area; the Medical and Dental Sciences stream guarantees a place in Medicine and Surgery.
Queen Mary University of London’s Malta campus does not list Morocco as a national qualification either, asking for an International Baccalaureate, A-levels or an approved foundation programme. MCAST, the Institute of Tourism Studies and the private colleges publish no Bac line and assess each file through an MQRIC comparability statement — see universities in Malta.
Moroccan applicants need a Secure English Language Test: IELTS 6 for a bachelor’s, 6.5 for a master’s, sat with the British Council in Casablanca, Rabat, Marrakech, Fès, Agadir, Oujda, Tanger or Tétouan.
The student visa from Morocco
Files go to VFS Global in Casablanca and are decided by the Central Visa Unit at Identità in Malta. The fee is €100 plus a separate VFS service charge paid at the centre, against Malta’s published €100–150; biometrics are taken there. Processing is 6 to 8 weeks for the long-stay D, inside the national range of 3 to 9 weeks.
Money is checked twice, at €746–950 per month, and the permit adds €50; how proof of funds works explains both stages. Diplomas and relevés de notes are apostilled by the Wali or Governor of the province or prefecture, in writing or at apostille.ma. No pre-departure medical applies: the TB check is a chest X-ray within four weeks of arrival.

The foundation year costs €6,600–16,000 per programme; the degree that follows is €8,500–10,800 per year at the University of Malta or €5,750–19,500 per year privately, with master’s degrees at €10,800–13,400 per year.
Living is €950–1,600 per month, against an official figure of 950 euro a month excluding tuition. Add insurance at €150–400 per year, the visa at €100 and the permit at €50. Maltese degrees are taught in English and Maltese, so a TCF, DELF or DALF result does nothing for admission, and a Bac international option française brings no exemption. You need a Secure English Language Test at IELTS 6 for a bachelor's or 6.5 for a master's.
Erasmus Mundus, for which Moroccan nationals are eligible. Malta runs no national scholarship for incoming non-EU students and its doctoral scheme requires prior residence in Malta, so a Maltese government grant offered to you by an agent does not exist. Yes, up to 20 hours a week from the first year of a full-time recognised degree. A Jobsplus employment licence is required first and sectors can be restricted. The minimum wage is €994.24 per month, enough to help with living costs and not with tuition.
Malta's minimum wage rises again in January 2027, the final year of the government's four-year Low Wage Commission agreement, and the exact amount is not yet published.
