To study in Hungary from Morocco you apply at the Hungarian consular office in Rabat and pay €110 for the study residence permit, on top of the local D-visa fee. Public tuition runs €3,000–8,000 per year, teaching is in English, and Morocco is a Stipendium Hungaricum partner country. The catch: the technical Baccalauréat is refused, and French does not replace English.
Is Hungary a good choice from Morocco?
Morocco is not itemised in Hungary’s intake figures, which record 43,653 international students in 2025/26 and 6,029 from Africa (13.2%) — against 75,186 Moroccans abroad, most of them in France. Hungary’s argument is price with EU standing: a public bachelor’s at €3,000–8,000 per year, a public master’s at €5,000–8,000 per year, 64 institutions and living costs of €500–600 per month.
Medicine is the expensive exception at US$16,900–20,900 per year. Morocco is also a Stipendium Hungaricum partner. The catch is language, not money: Hungary’s international degrees are taught in English, English is not an official language at home, and a TCF or DELF certificate counts for nothing here. Entry with the Baccalauréat (Bac marocain)
Stream decides everything. The University of Pécs accepts the Baccalauréat national (Bac marocain) in the Série Lettres or Série Sciences and refuses the Série Technique and Diplôme de Technicien.
Budapest University of Technology and Economics and Corvinus University of Budapest require equivalence to the Hungarian érettségi, assessed per applicant; the University of Szeged, the University of Debrecen and Széchenyi István University decide recognition themselves, advised by the Oktatási Hivatal under Act C of 2001. Óbuda University adds a notarised English translation, and the Hungarian University of Agriculture and Life Sciences (MATE) wants an authenticated certificate plus B2 English.

The student visa from Morocco
You apply at the consular office of the Hungarian Embassy in Rabat, which the embassy runs itself; there is no VFS centre in Morocco. It opens Tuesday and Thursday mornings, takes card payment only, and voids the appointment if the fee is unpaid at lodging. Stipendium Hungaricum holders pay nothing; others pay the local D-visa fee plus €110. The residence-permit decision takes 21 days, not counting any time spent supplying further documents.
There is no fixed proof-of-funds sum; you evidence means with a bank statement, a sponsor letter or a scholarship award, and TB screening happens after arrival. Morocco is a Hague Apostille member, so an apostille is enough: diplomas and relevés de notes are apostilled by the Wali or Governor of your province, or online at apostille.ma. - The Rabat office opens two half-days a week, card only, and an unpaid fee voids your appointment.
- The only published measure of the odds is not about students: 58.44% of short-stay Schengen applications at the Rabat consulate were refused.
- Since 1 January 2024 a study permit carries no family-member permits, and the 9-month job-search permit is not extendable.
