We shortlist, apply, vet documents and prepare visa files for twelve destinations in Europe and Türkiye. Only the full visa file is paid, at €945–€2,100. The catch: six of those twelve have no visa desk in Uganda.
What a study-abroad consultant in Uganda should do for you
The work is narrow. A consultant reads the results you actually hold — the UACE (after UCE) awarded by UNEB, or a Ugandan degree graded on the Makerere CGPA (max 5.0): First 4.40–5.00; 2:1 3.60–4.39; 2:2 2.80–3.59; Pass below 2.80 scale — and says which European programmes will take them. What follows is sequencing: a shortlist you can afford, applications filed before the deadline, documents checked before they leave Kampala, and a visa file built for the mission that will actually decide it.
Deadlines cause most of the avoidable loss. Germany’s university cut-off is 15 July (winter) / 15 January (summer), and the visa stage after it is the long pole, at roughly two to three months on the German Embassy Kampala’s own figure. Counting backwards from the intake, rather than forwards from today, is the one planning habit that saves a year.
A bad agent inverts the order. The registration fee comes first, the shortlist is whatever pays the agent most, and the numbers are badges rather than figures: “300+ universities”, “98% success”. Ask any consultant, us included, for three things in writing: the refusal rate at the mission that will handle your file, the full first-year cost, and every fee you will ever pay us.
How World Study works with Ugandan students
The core service costs you nothing because the university you enrol at pays us a commission of 15–25% of your first-year tuition. That funds the eligibility check, the country and university shortlist, the applications, the credential checks and the document vetting. You are not charged for advice, and you are not charged to be told that this intake is not realistic for your grades or your funds. The five steps we follow are the same for every student and every destination.
One thing is paid, and only if you choose it. Premium Placement costs €945–€2,100 and covers the full visa file, interview preparation and relocation support. We quote it in writing before you agree, and the figure sits openly on our pricing page rather than being negotiated case by case. Nothing in the free core becomes conditional on buying it.
What we refuse to do matters as much. We take no registration or consultation fee, we do not hold your passport or your original certificates, and we do not tell you a visa is assured. Commission does not shape the shortlist: if Poland costs you less than the UK for the same subject, we say so. When the honest answer is to wait a year and apply with a stronger funding record, we say that too, and you owe us nothing for hearing it.
Where Ugandan students go — and what it costs
Seven routes cover most Ugandan enquiries. Tuition is one of three numbers that decide a country; the others are where your visa is decided and how often that mission refuses.
- Germany — public tuition is free, most bachelor’s teaching is in German, and the file goes to TLScontact Kampala (Bukoto), accepting applications since 1 Feb 2026; German Embassy Kampala adjudicates. You show €11,904 per year in a blocked account.
- Ireland — English-taught, tuition €9,850–27,000 per year, and the visa is free for Ugandan nationals at the Embassy of Ireland, Kampala — appointment only via kampalaconsular@dfa.ie. The refusal record is the catch: 44.77% (2025).
- The UK — English-taught and the most expensive option, at £11,400–38,000 per year plus a £558 visa fee, but the strongest odds we see from Uganda: 8.7% (2026) on the Student route.
- Italy — public tuition €200–4,200 per year, a growing set of English-taught degrees, decided in Kampala for US$59.
- France — public tuition €178–2,902 per year, mostly French-taught, visa €99 at the embassy in Kampala.
- Hungary and Poland — English-taught programmes at €3,000–8,000 per year and €2,000–6,500 per year, but both files are lodged in Nairobi, at €110 and €200.
- Malta, Cyprus, Spain and Austria — no visa desk in Uganda at all. Malta runs a courier service at €300, Cyprus and Spain are handled through Kenya, and Austria is decided in Addis Ababa at €218.

Documents from Uganda: the checklist we vet
Ugandan applications fail on certification more often than on grades. Uganda is not a Hague Apostille party, so there is no single stamp. The chain runs in a fixed order: UNEB issues its Letter of Verification of Results, the Ministry of Foreign Affairs authenticates the certificate at its Academic Document Verification desk, then the destination embassy legalises it. Each step is a queue, so start three months before your first deadline.
What we check before submission:
- Your UACE (after UCE) and UCE certificates, with the UNEB verification letter attached.
- Degree transcripts and certificate, certified by the issuing university.
- English evidence. English is an official language and the medium of instruction from upper primary, so a medium-of-instruction letter often replaces IELTS; where a test is required, the British Council in Kampala runs it.
- Financial evidence matched to the destination rule — €11,904 per year for Germany and €10,179.85 per year for Italy.
- A passport valid past your intake, plus the UK tuberculosis certificate from the IOM Migration Health Assessment Centre, Naguru, Kampala at US$145 if the UK is on your list.

Scholarships open to Ugandan students
Several fully funded routes are genuinely open to Ugandan nationals: Chevening, Commonwealth, DAAD and Erasmus Mundus, plus the Türkiye, Eiffel, Italian Government and OeAD schemes. Stipendium Hungaricum is open but restricted for Uganda — Engineering, Computer Science and Agriculture only — so applying for another subject wastes the cycle. Two are closed to Uganda outright: Poland’s Banach NAWA programme and Spain’s MAEC-AECID.
The domestic side is where students are most often misled. HESFB funds study at accredited Ugandan institutions only and pays nothing towards a degree abroad. The Ministry of Education and Sports does not fund you either; it nominates Ugandans for foreign awards, including Stipendium Hungaricum and Commonwealth. So your realistic funding for Europe is a foreign scholarship, a sponsor, or your own savings — there is no Ugandan government grant for overseas study. How to spot a fake agent in Uganda
Three patterns keep recurring, and all three have the same shape: money before evidence.
- Travel or recruitment “agents” promise an overseas job or visa for an upfront processing fee, issue an official-looking receipt, then close the office. One Kampala case in 2025 ran through dozens of victims before it collapsed.
- Social-media consultants offering UK or Canada visas build trust with invented testimonials, then escalate the payments and add a final “insurance fee” before disappearing with the money and the passport.
- Impersonators use forged ID cards and introduction letters to pose as government officials or embassy intermediaries who can expedite a visa. Uganda Police and the US Embassy warned about this jointly in 2026.
No one can expedite an embassy decision, and no legitimate consultant needs your passport or a cash payment before you have an appointment. Our checklist is on how to spot a fake agent.
What we don't do
- We do not guarantee admission or a visa. Those decisions belong to the university and the embassy, and a “98% success” badge is a feeling, not a figure.
- We do not create, arrange or improve documents. A forged statement or sponsorship letter is refused and can carry a multi-year ban.
- We do not charge registration, consultation or processing fees for the core service, and we do not take cash.
- We do not push a university because its commission is higher.
- We are not the right fit if you want a promised outcome, or if you need to leave next month with no funding record behind you.

No, and nobody can. The embassy decides, and it weighs your documents, your funds and whether it believes you are a genuine student. What we change is the file. Refusal rates from Uganda vary sharply by mission, from 8.7% (2026) on the UK Student route to 44.77% (2025) on Irish long-stay applications, so the destination matters as much as the paperwork.
All twelve we cover, but the practical shortlist is usually Germany, where public tuition is free, Ireland and the UK for English-taught teaching, and Italy, Poland or Hungary for low tuition. Germany, Ireland, the UK, Italy, France and Türkiye all have a visa desk in Kampala. Malta, Cyprus, Spain, Austria, Hungary and Poland do not.

Plan nine to twelve months. Applications run two to six weeks, then the visa stage sets the pace: roughly two to three months for Germany, about eight weeks for Ireland. For the UK: Usually within 3 weeks outside the UK; priority/super-priority options available where eligible. Document legalisation through the Ministry of Foreign Affairs adds weeks before any of that.
We tell you the reason in plain terms, because the reason decides the next move. A funds problem means building a bank record and reapplying; a grades problem often means a foundation year or a different destination; a credibility problem means rewriting the study plan. Sometimes the honest answer is to wait one intake and apply with a file that holds up.
